绿色证书交易市场效率评价指标体系与模型研究

【摘要】:为消除可再生能源发电、上网和市场消纳这三大主要障碍、鼓励成本竞争和推动技术进步、有效实现政府可再生能源发电产业发展目标,“十二五”期间,中国将推出可再生能源配额制(RPS)。RPS的实施与绿色证书交易(TGC)市场的有效运行密不可分。市场效率将直接影响绿色证书交易市场机制作用的发挥,因此,研究绿色证书交易市场效率的评价指标体系与模型具有重要意义。 基于上述背景,在分析国内外研究现状及成果的基础上,本文研究了绿色证书交易市场效率的评价指标体系与模型。首先,研究了绿色证书交易市场的相关理论,并界定了TGC市场效率的目标;然后,分析了绿色证书交易市场的影响因素并初步建立了TGC市场效率评价指标体系;以此为基础,构建了结构方程模型,并运用Lisrel8.8软件与数据进行拟合与修正,进而构建了绿色证书交易市场效率的评价指标体系与模型。 研究结果表明:①市场稳定性、市场竞争性、市场经济性以及市场协调发展性五个因子均对TGC市场效率有较大影响。②合理的市场结构是绿色证书交易市场有效运行的基础,也是市场效率最重要的影响因素。③绿色证书的价格与数量为影响绿色证书交易市场效率较重要的因素。④市场在技术变革、市场运行以及交易成本等方面的成本有效性是绿色证书交易市场效率的主要影响因素。⑤环境效益是考察绿色证书交易市场效率的基本因素,体现了市场的协调发展程度。基于上述研究结果,本文构建了TGC市场效率的评价指标体系与模型,该体系和模型包括5个一级指标,16个二级指标;并据此提出了“十二五”期间我国在施行可再生能源配额制时,为提高绿色证书交易市场效率,应当在政府有关部门的科学监管及相关政策法规的支持与指导下,通过TGC市场的多元化发展从而提高市场的稳定性与交易效率,同时建立TGC电子交易平台以降低市场的交易成本,并促进可再生能源国际合作加速实现产业的规模经济和可持续发展。
[Abstract]:In order to eliminate the three major obstacles of renewable energy power generation, access to the Internet and market absorption, to encourage cost competition and promote technological progress, and to effectively realize the development goals of the government's renewable energy power generation industry, during the 12th Five-Year Plan period, The implementation of China's renewable energy quota system RPS.RPS is inextricably linked to the efficient operation of the green certificate trading market. Market efficiency will directly affect the role of green certificate trading market mechanism, therefore, it is of great significance to study the evaluation index system and model of green certificate trading market efficiency. Based on the above background, this paper studies the evaluation index system and model of green certificate trading market efficiency based on the analysis of domestic and foreign research status and achievements. Firstly, this paper studies the relevant theories of green certificate trading market, and defines the goal of TGC market efficiency. Then, it analyzes the influencing factors of green certificate trading market and establishes the evaluation index system of TGC market efficiency. The structural equation model is constructed, and the Lisrel8.8 software is used to fit and modify the data, and then the evaluation index system and model of the market efficiency of green certificate trading are constructed. The results show that the five factors of market stability, market competition, market economy and market coordination and development have great influence on the market efficiency of TGC. 2 reasonable market structure is the basis for the effective operation of green certificate trading market. It is also the most important influencing factor of market efficiency. .3 the price and quantity of green certificate are the more important factors that affect the efficiency of green certificate trading market. 4. The market is undergoing technological change. The cost effectiveness of market operation and transaction cost is the main influencing factor of green certificate trading market efficiency .5 Environmental benefit is the basic factor to investigate the market efficiency of green certificate transaction, which reflects the degree of coordinated development of the market. Based on the above research results, this paper constructs the evaluation index system and model of TGC market efficiency. The system and model include 5 first-grade indicators and 16 second-level indicators. In order to improve the efficiency of green certificate trading market, it is suggested that during the 12th Five-Year Plan period, China should be supported and guided by relevant government departments' scientific supervision and relevant policies and regulations, in order to improve the efficiency of the green certificate trading market during the implementation of the renewable energy quota system. Through the diversified development of the TGC market, the stability and efficiency of the market can be improved. At the same time, the establishment of the TGC electronic trading platform can reduce the transaction cost of the market. And promote international cooperation on renewable energy to accelerate the realization of industrial economies of scale and sustainable development.
