【摘要】:国有军工企业是国防武器装备科研生产单位,是国家国防科技工业的重要组成部分,它特殊的科研生产性质及肩负的崇高使命与责任,决定了思想政治工作在企业中的不可动摇的地位和至关重要的作用。思想政治工作实效性是衡量思想政治工作优劣的重要指标,如何衡量思想政治工作实效性成为摆在我们面前的一个课题,因此对国有军工企业思想政治工作实效性的评价研究势在必行。所谓国有军工企业的思想政治工作实效性,是指在军工企业的运营和发展过程中,思想政治工作所产生的实际效用,这种效果渗透于企业生产经营活动的各个环节,隐匿于企业干部职工复杂的思想和心理活动中,较难评价和衡量。为解决这一难点,本研究试图将“量化”评价的理念引入军工企业思想政治工作实效性评价领域,创新性的构建较为科学实用的思想政治工作实效性评价指标体系及评价模型,为思想政治工作实效性评价研究提供新的视角和方法,以期推动国有军工企业思想政治工作的科学发展,为圆满完成武器装备科研生产任务,加强国防建设,保障国家安全提供强有力的思想基础和保障。本研究从分析现阶段国有军工企业思想政治工作取得的成就、思想政治工作的基本特点以及存在的问题入手,进而分析国有军工企业思想政治工作实效性的现状与存在的问题,提出影响思想政治工作实效性的重要因素——缺乏科学实用的思想政治工作实效性评价方法。继而,在阐述国有军工企业思想政治工作实效性评价的基本思路和基本原则后,对国有军工企业思想政治工作实效性评价指标体系进行构建。为使评价指标体系尽可能地全面详尽,本研究创新性的按照国有军工企业思想政治工作的“前、中、后”三段论的思路作为构建依据,在思想政治工作实效性评价作为一级指标的框架下,设计二级指标3项,即保障条件评价、工作内容评价、工作效果评价,三级指标16项,四级指标49项。随后,利用格栅获取法、模糊Borda数分析法等相关统计方法确定各指标项的权重分值,并对指标体系各指标项的评价标准进行设置,之后构建了国有军工企业思想政治工作实效性评价模型并说明了使用方法。为了对评价指标体系和评价模型的科学性和实用性进行验证,本研究将中航工业沈阳黎明发动机(集团)有限责任公司作为评价对象进行实证研究,并基于评价结果对黎明公司思想政治工作及其实效性状况进行详细的分析和解读,找出存在的问题并提出相应对策和建议。至此,完成国有军工企业思想政治工作实效性的评价研究。
[Abstract]:The state-owned military enterprises are scientific research and production units of national defense weapons and equipment, and an important part of the national defense science and technology industry. Their special nature of scientific research and production, as well as their noble mission and responsibilities, Decided the ideological and political work in the enterprise unshakeable position and the vital role. The effectiveness of ideological and political work is an important index to measure the merits and demerits of ideological and political work. How to measure the effectiveness of ideological and political work has become a topic in front of us. Therefore, it is imperative to evaluate the effectiveness of ideological and political work in state-owned military enterprises. The effectiveness of ideological and political work in state-owned military enterprises refers to the actual effectiveness of ideological and political work in the course of operation and development of military enterprises, which permeates all aspects of the production and operation activities of enterprises. Hidden in the complex ideological and psychological activities of enterprise cadres and workers, it is difficult to evaluate and measure. In order to solve this difficulty, this study attempts to introduce the concept of "quantitative" evaluation into the field of evaluation of the effectiveness of ideological and political work in military enterprises, and creatively constructs a scientific and practical evaluation index system and evaluation model for the effectiveness of ideological and political work. To provide a new perspective and method for evaluating the effectiveness of ideological and political work, in order to promote the scientific development of ideological and political work in state-owned military enterprises, to successfully complete the task of scientific research and production of weapons and equipment, and to strengthen the construction of national defense. Ensuring national security provides a strong ideological basis and guarantee. This study begins with the analysis of the achievements of ideological and political work, the basic characteristics of ideological and political work and the problems existing in the ideological and political work of state-owned military enterprises at this stage, and then analyzes the current situation and existing problems of the effectiveness of ideological and political work in state-owned military enterprises. An important factor affecting the effectiveness of ideological and political work is put forward: the lack of scientific and practical methods for evaluating the effectiveness of ideological and political work. Then, after expounding the basic ideas and principles of the evaluation of the effectiveness of ideological and political work in state-owned military enterprises, the evaluation index system of the effectiveness of ideological and political work in state-owned military enterprises is constructed. In order to make the evaluation index system as comprehensive and detailed as possible, this study is based on the thought of "pre-middle and post-syllogism" in the ideological and political work of state-owned military enterprises. Under the framework of the effectiveness evaluation of ideological and political work as a first class index, three secondary indexes are designed, namely, the evaluation of guarantee conditions, the evaluation of work content, the evaluation of work effect, the 16 items of third grade indexes and 49 items of four grade indexes. Then, using the grid acquisition method, fuzzy Borda number analysis and other related statistical methods to determine the weight of each index, and set the evaluation criteria of the index system. Then the paper constructs the evaluation model of the effectiveness of ideological and political work in state-owned military enterprises and explains the application method. In order to verify the scientificity and practicability of the evaluation index system and the evaluation model, this study takes the Shenyang Dawn engine (Group) Co., Ltd of China Aviation Industry as the evaluation object to carry on the empirical research. Based on the evaluation results, this paper makes a detailed analysis and interpretation of the ideological and political work and its effectiveness of the company, finds out the existing problems and puts forward corresponding countermeasures and suggestions. So far, complete the evaluation of the effectiveness of ideological and political work in state-owned military enterprises.
