深圳集成电路产业发展战略研究

【摘要】:集成电路(Integrate Circuit,简称IC)产业是信息产业的基石与核心,是技术、知识、资本最为密集型的产业,也是战略性新兴产业,其技术水平和产业规模是衡量国家或地区综合经济实力的重要指标。集成电路产业一直受到各国政府的高度重视,引发了全球范围内的激烈竞争。东南亚国家和地区只用了不到十年的时间,在集成电路这一高精尖技术领域中确立了国际领先地位,足以引发我们的深思。 技术的发展不断催生着新的投资机遇,产业的变迁更涌动着并购的热潮。同时,新兴产业的国际化并购与重组,亦成为不可阻挡的潮流。如何把握变革产业大势?如何洞悉技术蓝图中的经济内涵?如何让技术学习与技术扩散和产业对接?在具体的分析中,本文借鉴技术学习、技术扩散、后发优势理论,针对深圳集成电路产业发展的特点和具体情况,从集成电路产业链以及相关产业扶持政策等方面进行了分析研究;基于深圳市集成电路产业的发展现状,对深圳市集成电路产业规模,产品市场结构,细分子产业规模进行详细的梳理;也从子产业发展趋势等方面进行分析。总结了深圳集成电路产业发展的整体表现,并评点其主要成功要素,尽力全面、完整的构建未来产业发展战略。 集成电路产业相对落后的国家和地区如何把它们的劣势转化为优势。后发者不能把其已有的若干优势发挥出来,那么这些潜在的优势将会过期作废。因为,随着产业技术的不断升级,后发者的潜在优势会淡化、消退。后发者应该有一种全新的战略眼光看世界,它们不仅把先进企业看做竞争者,而应把它们当做新知识、新技术的源泉,并吸收和改进这些知识技术,而且能在自身的体制环境中进行有效地学习和应用并努力提升自己的技术学习与技术扩散能力,才能推动着深圳实现产业转型与升级。最终实现追赶、超越并使产业跨越式的发展。 通过比较分析,结合当下深圳集成电路产业在国际上所处的地位和水平,客观地评价其产业竞争力,分析其面临的机遇和挑战,寻找切实有效的产业升级路径和产业发展战略,在国家集成电路产业发展整体战略规划下,架构深圳集成电路产业发展战略——设计中心、创新中心、应用中心、集散中心。 本文提出了深圳集成电路产业发展战略保障措施的一些思路。但同时也建议政府建立适应产业发展的制度框架:它有利于产业技术扩散的管理和加速,而不仅仅是关注于企业范围内的知识、技术的创新。深圳在发展集成电路产业的进程中,应努力获取核心技术,充分利用技术学习、技术扩散的策略,在提升技术能力的过程中,强化其吸收能力、组合能力,产业的整体核心能力才得以创建和升级。 虽然世界经济形势仍存在诸多未知因素,但可以确定的是全球集成电路产业增速将周期性回升。未来几年也是深圳集成电路产业发展的重要周期。深圳集成电路产业并没有完全采取传统的研发先导模式来提升技术能力,但也取得技术的进步,是通过不断对技术领先的产品和工技术进行吸收和改进,通过技术的复制和学习来完成的。
[Abstract]:The Integrate Circuit (IC) industry is the cornerstone and core of the information industry. It is the most intensive industry of technology, knowledge and capital. It is also a strategic emerging industry. Its technical level and industrial scale are important indicators to measure the comprehensive economic strength of the country or region. The integrated circuit industry has been highly valued by the governments of various countries. For less than ten years, countries and regions of South East Asia have established an international lead in the high and sharp field of integrated circuits, which can lead to our deep thinking.
The development of technology has constantly brought about new investment opportunities, and the change of industry has surged the upsurge of merger and acquisition. At the same time, the internationalization of mergers and acquisitions and reorganization of emerging industries has also become an irresistible trend. How to grasp the industrial trend of reform and how to understand the economic connotation in the technical blueprint? How to make technical learning and technology diffusion and industry docking? In the specific analysis, this paper uses technology learning, technology diffusion and post advantage theory to analyze the characteristics and specific conditions of the development of the integrated circuit industry in Shenzhen, and analyzes the integrated circuit industry chain and related industry support policies. Based on the development status of the integrated circuit industry in Shenzhen, the integrated circuit of Shenzhen is the integrated circuit. The scale of the industry, the product market structure, the size of the fine molecular industry is detailed, and the development trend of the sub industry is analyzed. The overall performance of the development of the integrated circuit industry in Shenzhen is summarized, and its main success factors are evaluated, and the strategy of the development of the industry is completely and completely constructed.
The backward countries and regions of the integrated circuit industry transform their disadvantages into advantages. The latter can not bring out a number of advantages that they have, and then these potential advantages will be expired. As the industrial technology continues to upgrade, the potential advantages of the post will fade away. The new strategic vision looks at the world. They not only regard advanced enterprises as competitors, but they should take them as new knowledge, the source of new technology, and absorb and improve these knowledge and technology, and can effectively study and apply them in their own institutional environment and strive to promote their ability of technology learning and technology diffusion. Shenzhen will realize industrial transformation and upgrading, and ultimately catch up, surpass and make the industry develop by leaps and bounds.
By comparing and analyzing the status and level of the current Shenzhen integrated circuit industry in the world, it objectively appraise its industrial competitiveness, analyze the opportunities and challenges it faces, and find effective and effective industrial upgrading path and industrial development strategy. Under the overall strategic planning of the national integrated circuit production development, the framework of Shenzhen integrated electricity is constructed. Road industry development strategy - Design Center, innovation center, application center, distribution center.
This paper puts forward some ideas for the strategic guarantee measures for the development of the integrated circuit industry in Shenzhen, but also suggests that the government should establish a system framework to adapt to the industrial development: it is beneficial to the management and acceleration of industrial technology diffusion, not only the knowledge in the enterprise scope, the innovation of technology, and the development of the integrated circuit industry in Shenzhen. In the course of the process, we should try to obtain the core technology, make full use of the strategy of technology learning and technology diffusion. In the process of improving the technical ability, it is necessary to strengthen its absorptive capacity, combination ability, and the core competence of the industry.
Although there are still many unknown factors in the world economic situation, it can be determined that the growth of the global integrated circuit industry will rise periodically. In the next few years, it is also an important cycle for the development of the integrated circuit industry in Shenzhen. The integrated circuit industry in Shenzhen has not completely adopted the traditional R & D pilot model to improve the technical capability, but also the technology has been obtained. Progress is achieved through continuous absorption and improvement of technology leading products and technology, through technology replication and learning.
