新民地区县域新型工业化发展研究

【摘要】：2002年11月，党中央在十六大后提出了“新型工业化”的发展理念，指明了我国工业发展的新型模式。“新型工业化”要求在提高科技含量和经济效益，控制环境污染和资源消耗的同时，发挥我国劳动力密集的优势,其发展的核心是工业化与信息化发展的互动，着力推广信息化、科技化、集约化的产业类型，形成低能耗、低排放、高科技、高效率的新型工业产业。根据“四化协调”发展的理论，工业化是“四化协调”发展的“发动机”，我国新型工业化的进一步发展，必然会形成与信息化的互动，与农业现代化的协调，和新型城镇化的相互作用，，相关部门可以充分的利用这个发展的契机，彻底改变我国“四化”发展的现状，为我国农村、县域经济的发展提升提供巨大的动力。新民市位于沈阳市西侧偏南，据沈阳市中心约有80公里，一直以来是一个相对独立的全国知名的农业大县。十六大以来，新民市为加快新农村建设，在2007年提出由农业新型工业化转型建市的发展战略，成立林产业经济区、大民屯蔬菜经济区、前当堡淡水鱼经济区、公主屯蛋鸡经济区四个农业经济区建设领导小组，加速推进农业经济区建设。2011年以来，新民市政府为调整产业结构、优化资源配置，并决心将产业集群做大做强，以打造“辽宁‘寿光’、沈西药谷、东北纸都、温泉之乡”四张名片为重点项目，切实推进新民地区四化建设，县域新型工业化的发展进程。截止2013年，全市年生产总值达到497亿元，同比增长19.5%，财政收入实现30.3亿元，同比增长19.3%。通过近年来新民地区的农业经济发展状况可以看出，当地政府和人民对发展现代化农业均有较高的认识与积极的态度，但以新型工业化带动农村农业发展角度看，仍有许多不足之处。因此，本文的研究目的是希望通过对新民地区县域新型工业化发展的研究分析，总结出新民地区县域新型工业化发展的实际情况及所拥有的优势以及所面临的问题，并提出相应的可行性建议。县域新型工业化发展是一个崭新的课题，希望通过本文的分析，能够对新民地区县域新型工业化的发展建设起到推进的作用。
[Abstract]:In November 2002, the CPC Central Committee put forward the development concept of "new industrialization" after the 16th National Congress, and pointed out the new mode of industrial development in China. "New-type industrialization" requires that while increasing the scientific and technological content and economic benefits, controlling environmental pollution and resource consumption, the core of its development is the interaction between industrialization and information development, and at the same time, we should give full play to our country's labor-intensive advantages. To promote the information, science and technology, intensive industrial types, forming a new type of industrial industry with low energy consumption, low emissions, high technology and high efficiency. According to the theory of coordinated development of the four modernizations, industrialization is the "engine" of the development of the "four modernizations". The further development of the new industrialization in China will inevitably lead to interaction with information technology and coordination with agricultural modernization. With the interaction of new urbanization, relevant departments can make full use of the opportunity of the development, thoroughly change the status quo of the development of the "four modernizations" in China, and provide a huge impetus for the development of rural and county economy in our country. Xinmin City is located in the west of Shenyang, according to the city center of about 80 kilometers, has been a relatively independent national famous agricultural county. Since the 16th National Congress of the Communist Party of China, in order to speed up the construction of new countryside, in 2007, Xinmin City put forward the development strategy of constructing the city by the transformation of new agricultural industrialization, and established the forest industry economic zone, the Damingtun vegetable economic zone and the Qiandangbao freshwater fish economic zone. Since 2011, the Xinmin Municipal Government has decided to make the industrial cluster bigger and stronger in order to adjust the industrial structure and optimize the allocation of resources. To build "Liaoning 'Shouguang Li, Shenxi medicine valley, northeast paper capital, hot spring town" four business cards as the key project, effectively promote the construction of the four modernizations in Xinmin area, the development process of new industrialization in the county area. By 2013, the city's annual gross domestic product reached 49.7 billion yuan, an increase of 19.5 yuan over the same period last year, and fiscal revenue reached 3.03 billion yuan, an increase of 19.3 yuan over the same period last year. Through the development of agricultural economy in Xinmin area in recent years, it can be seen that the local government and people have a higher understanding and positive attitude towards the development of modern agriculture, but from the perspective of promoting rural agricultural development by new industrialization, There are still many shortcomings. Therefore, the purpose of this paper is to sum up the actual situation, advantages and problems of the new industrialization development in Xinmin area through the research and analysis of the new industrialization development in the county area of Xinmin area. And put forward the corresponding feasibility suggestions. The development of new-type industrialization in the county area is a new subject. It is hoped that the analysis of this paper can promote the development and construction of the new-type industrialization in the county area of Xinmin area.
