云南省基层水利服务体系建设与发展对策

【摘要】：通过对云南省基层水利服务体系基本情况进行调研,对相关政策进行研究,就水利站的设置、管理体制、职能、经费渠道、定编定岗等问题,提出了相应的对策。加强和改进基层水利服务体系各项建设,应从政策、经费、管理等层面研究并提出保障实施的体制、机制等对策和措施。乡镇水利站应作为县(市)水行政主管部门的派出机构,应定性为公益性事业单位,应保障工作人员经费和必要的工作经费;合理定编定岗;具有固定的办公场所,配备必要的办公设备。建设精简、效能的基层水利服务体系,以保障和促进农村水利的持续稳定发展。
[Abstract]:Based on the investigation of the basic situation of water conservancy service system at the grass-roots level in Yunnan Province, this paper studies the relevant policies, and puts forward the corresponding countermeasures on the establishment, management system, function, funding channel, establishment and establishment of posts of water conservancy stations and so on. In order to strengthen and improve the construction of grass-roots water conservancy service system, we should study and put forward some countermeasures and measures from the aspects of policy, fund and management to guarantee the implementation of water conservancy service system. Township and township water conservancy stations shall serve as the field offices of the county (city) water administration departments, shall be characterized as public welfare institutions, shall guarantee staff funds and necessary work expenses, shall reasonably set up posts, and shall have a fixed office space, Equipped with necessary office equipment. To build a simple and effective grass-roots water conservancy service system to ensure and promote the sustainable and stable development of rural water conservancy.
