基于产业链的风电成本效益研究

【摘要】:风电是指利用风电机组将风能转化为电能,通过“交直交模式”能量转化和电力输配网络传输给用户及电力网络提供清洁的电能。“黄金十年”使我国风电产业得到了迅猛的成长。在飞快的发展过程中,我国风电产业出现了许多亟待解决的难题:风电设备制造业整体结构性产能过剩、风电场“弃风现象”屡见不鲜、脱网事故频繁发生。这一系列的发展难题的出现,显现出了电力输配网络建设缓慢与风电容量的迅猛增加之间矛盾。我国风电产业在2012年整体进入了产业结构调整阶段。风电产业发展的系列难题,究其根本原因是风电产业链中各环节之间的发展失衡,风电设备制造环节与风电投资开发企业、风电生产企业与电网企业之间的供应链的衔接出现不协调,本文将以风电产业链为视角,以风电成本、风电效益为对象对我国风电产业进行全面分析和研究。 本文首先介绍了我国风电产业现状,包括国内外风电产业、风电成本效益研究以及发展风电产业的战略意义,界定论文研究目的和研究深度;其次,在基础理论综述部分,分别对成本效益理论、产业链理论、电力产业链相关理论进行分析评述;第三,基于产业链视角定义了风电产业链成本,,按照风电产业的链条将风电成本重新分类为风电设备制造成本、风电场投资运行成本、风电场风能亏损成本、服役期满处置成本、风电并网成本和产业链相关生态成本,给出各部分成本核算方法并构建了风电产业链成本核算框架;第四,基于产业链视角定义了风电产业链的效益,将风电产业链的效益构成分为产业链条上中下游,分别进行分析,建立了风电产业效益的核算框架;第五,从产业链的角度,按照产业链的顺序提出我国风电产业未来发展对策,为国家或地区的能源战略决策制定和风电投资商经济决策提供了科学合理的对策建议。最后,文章总结了研究的创新点和该研究课题的未来发展方向。
[Abstract]:Wind power refers to the conversion of wind energy to electric energy by wind power generating units, and the transmission of clean electricity to users and power networks through "AC / DC mode" energy conversion and power transmission and distribution network. The Golden decade has made the wind power industry of our country grow rapidly. In the process of rapid development, there are many problems that need to be solved urgently in the wind power industry in our country: the whole structural overcapacity of wind power equipment manufacturing industry, the phenomenon of wind farm "abandoning wind" is common, and the accidents of decoupling occur frequently. The emergence of this series of development problems shows the contradiction between the slow construction of power transmission and distribution network and the rapid increase of wind power capacity. China's wind power industry in 2012 as a whole entered the industrial structure adjustment phase. The fundamental cause of the series of difficulties in the development of wind power industry is the imbalance between the various links in the wind power industry chain, the manufacturing link of wind power equipment and the investment and development enterprises of wind power. The supply chain between wind power production enterprises and power grid enterprises is not in harmony. This paper will take wind power industry chain as a visual angle and wind power cost. This paper first introduces the current situation of wind power industry in China, including domestic and foreign wind power industry, wind power cost-benefit research and the strategic significance of developing wind power industry. Define the purpose and depth of the research; secondly, in the basic theoretical review part, respectively to the cost-benefit theory, industry chain theory, power industry chain related theory to carry on the analysis and comment; third, Based on the view of industry chain, the cost of wind power industry chain is defined. According to the chain of wind power industry, the cost of wind power is reclassified as the manufacturing cost of wind power equipment, the cost of investment and operation of wind farm, the cost of wind power loss of wind farm, and the cost of disposal at the end of service period. Wind power grid cost and industry chain related ecological cost, give each part of the cost accounting method and build the wind power industry chain cost accounting framework; fourth, based on the industrial chain perspective, define the wind power industry chain benefits, The benefit composition of wind power industry chain is divided into the upper and lower reaches of the industrial chain, and the accounting framework of wind power industry benefit is established by analyzing it separately. Fifth, from the angle of industrial chain, According to the order of industry chain, the paper puts forward the countermeasures for the future development of wind power industry in China, which provides scientific and reasonable suggestions for the national or regional energy strategic decision making and the economic decision of wind power investors. Finally, the paper summarizes the innovation of the research and the future direction of the research.
