贵州工业发展与山地经济模式转变的相关性研究

【摘要】：随着西部大开发战略的实施，贵州经济取得了较快发展，但由于基础薄弱和地理条件、历史条件等原因，贵州经济水平依然落后，与全国差距仍然很大，而导致贵州经济落后最主要的原因之一是贵州工业化进程缓慢。2010年10月，贵州省委省政府明确提出“十二五”期间要重点实施“工业强省”战略，这为贵州经济社会发展的方向指明了方向，之后国发2号文件的发布又进一步为贵州工业强省战略提供了坚实的后盾。当前，摆在我们面前的不是走不走工业化道路的问题，而是如何找到符合贵州省情实际的工业化路子，以加快贵州工业化进程的问题。贵州要想加快工业化进程，必须着力破解“山地经济”难题，走出一条立足山地经济发展现代工业的新路子。贵州具有的典型山地经济特征，对发展工业既有不利的影响，也有有利的影响。由于没有平原，贵州没有大型工业企业和工业园区建设所需要的土地条件，难以形成工业发展所需要的集聚效应；农业发展水平较低，在很大程度上削弱了工业化的发展基础；交通条件极为不便，物流成本非常高，也不利于企业在市场上以低成本参与竞争。但贵州拥有丰富的能源、矿产，能源与矿产资源组合良好，发展能源、原材料以及相关的加工业具有一定的有利条件。目前，贵州走的是优先发展重化工业的工业化模式。一般而言，重工业化是许多国家实现工业化普遍选择的发展战略。然而经验表明，工业化进程不能只注重重工业发展，而忽视了轻工业的成长，这样的工业化难以成为转变经济发展方式、调整产业结构的持久动力，另外，发展重工业占用资金多，回转周期较长。所以，由于自然资源的有限性，单独依靠这种模式缺乏后劲，并非长远之策，很可能成为经济发展的瓶颈。贵州在继续依托矿产资源发展重化工业的同时，应大力发展特色农业，促进轻工业发展，，同时还应合理承接地区产业转移，发展好来料加工业。根据以上模式转变的需要，本文从原材料、市场、资本、劳动力和科技等五个方面对贵州转变山地经济模式、发展工业的主要影响因素进行了分析。最后，针对上述五个方面存在的影响和制约，分别提出有针对性的对策建议。本文主要有以下3个创新点:（1）山地经济的特点决定了其工业化基础不如平原经济，应当以开发丰富的山地资源作为其现实的工业化起点。（2）影响山地国家和地区工业化进程的主要因素有：原材料、市场、资本、劳动力和科技，要立足山地经济推进工业化，必须转变山地经济模式，破除这些因素的制约。（3）贵州推进工业化与山地经济发展模式转变具有重要的相关性。一方面，贵州推进工业化必将改变现有山地经济模式，同时，贵州推进工业化也要求打破现有山地经济模式。本文为贵州破解“山地经济”难题，加快工业化进程提供了一定的研究基础，对于寻找符合贵州省情实际的工业化路子进行了有益的探索。由于该领域的研究成果目前尚不多，本文更多地是做了一些基础性的工作，为其他研究者开展相关研究提供参考和借鉴。
[Abstract]:With the implementation of the western development strategy, Guizhou economy has made rapid development, but because of weak foundation and geographical conditions, historical conditions and other reasons, Guizhou's economic level is still lagging behind, and the gap with the country is still very large. One of the main reasons for the economic backwardness of Guizhou is the slow industrialization process of Guizhou in October, the province of Guizhou Province, the province of Guizhou province. The government has made clear that the "12th Five-Year" strategy should be focused on implementing the "industrial province" strategy, which indicates the direction of the economic and social development of Guizhou. The publication of the post No. 2 of the country has provided a solid backing for the strategy of Guizhou's industrial strong province. But how to find the industrialization road that is in line with the actual situation of Guizhou Province, in order to speed up the process of industrialization in Guizhou. If Guizhou wants to accelerate the process of industrialization, it is necessary to solve the problem of "mountain economy" and get out of a new way of developing modern industry based on the mountain economy.
The typical mountainous economic characteristics of Guizhou have both adverse and beneficial effects on the development of industry. Because there is no plain, there is no land conditions needed for the construction of large industrial enterprises and industrial parks in Guizhou, it is difficult to form the agglomeration effect needed for industrial development; the low level of agricultural development has been weakened to a large extent. The development foundation of industrialization; the transportation conditions are very inconvenient, the logistics cost is very high, and it is not good for the enterprise to participate in the competition with low cost in the market. But Guizhou has rich energy, mineral, energy and mineral resources combination, the development of energy, raw materials and related additive industry have certain favorable conditions.
At present, Guizhou is taking priority to develop the industrialization model of the heavy chemical industry. In general, heavy industrialization is the development strategy for many countries to realize the universal choice of industrialization. However, the experience shows that the process of industrialization can not only note the development of heavy industries, but neglects the growth of light industry, and this industrialization is difficult to change the way of economic development, To adjust the lasting power of the industrial structure, in addition, the development of heavy industry takes up more funds and has a longer cycle of rotation. Therefore, because of the limited nature of natural resources, it is not a long-term policy to rely solely on this model, which is not a long-term policy, and is a bottleneck for economic development. While continuing to develop the heavy industry in accordance with the mineral resources, Guizhou should vigorously develop it. Characteristic agriculture will promote the development of light industry, and at the same time, it should undertake regional industrial transfer reasonably and develop the raw materials processing industry.
According to the needs of the transformation of the above model, this paper analyzes the main factors affecting the transformation of Guizhou mountain economy mode and the development of industry from the five aspects of raw materials, market, capital, labor and science and technology. Finally, in view of the influence and restriction of the above five aspects, some pertinent countermeasures and suggestions are put forward respectively.
This article mainly has the following 3 innovative points: (1) the characteristics of the mountain economy determine that the base of industrialization is not as good as the plain economy, and the rich mountain resources should be developed as the starting point for its industrialization. (2) the main factors affecting the industrialization process of mountain countries and regions are the raw materials, market, capital, labor and science and technology, and should be based on the mountain area. The economic promotion of industrialization must change the mountain economic model and break the constraints of these factors. (3) there is an important correlation between Guizhou's industrialization and the transformation of the mountain economic development mode. On the one hand, the promotion of industrialization in Guizhou will change the existing mountain economic model, while Guizhou's promotion of industrialization also requires breaking the existing mountain economic model.
This article provides a certain research foundation for solving the problem of "mountain economy" and speeding up the process of industrialization in Guizhou. It has carried out a useful exploration for the way to find the industrialization road which is in line with the actual situation of Guizhou province. Because the research results in this field are still not many, this paper has done some basic work and carried out a phase for other researchers. The research provides reference and reference.
