阳春市食品生产加工小作坊质量安全的政府监管研究

【摘要】:自党十一届三中全会提出推行改革开放政策后,我国经济体制由计划经济转向社会主义市场经济。经济发展迅速,各种经济成分表现踊跃,其中食品生产加工小作坊因其规模小,经营灵活,贴近人民群众的生活需求的特点得以蓬勃发展。但随着经济的持续高速发展,工业化的进程加快,人民的生活水平提高,对于食品质量安全要求也越来越高。近年来,政府高度重视食品安全,不断出台加强食品监管的相关政策法规。食品生产加工小作坊又因其普遍存在“小、乱、脏、差”的问题,成为了食品安全的隐患。同时因为食品生产加工小作坊涉及面广、产品类别多,分布区域广、且有些具有一定的历史文化和地域特色,一定程度上满足社会的需求,从而一直是食品安全监管的难点和瓶颈。阳春市食品生产加工小作坊及其质量安全监管同样遇到相应的问题,而且阳春市作为粤西欠发达地区,又具有自己的特点。阳春市食品生产加工单位(含食品生产加工小作坊)累计达到316家,其中取得食品生产许可证的企业有92家,食品生产加工小作坊为224家。小作坊的数量占食品生产加工单位总数的70.89%。以阳春为案例进行研究具有现实意义。 本课题的研究采用文献搜集、调查研究、一般分析和具体分析、比对分析等方法全面、深入地分析阳春市食品生产加工小作坊质量安全的政府监管问题。 本课题拟分五章进行论述,,首先,对食品生产加工小作坊、质量安全、政府监管等基本概念和基本理论进行分析和阐述,然后,在对阳春市食品生产加工小作坊及其政府监管现状分析的基础上,借鉴国内外食品生产加工小作坊质量安全和食品安全监管方面的经验,提出完善阳春市食品生产加工小作坊质量安全的政府监管的对策建议。 本课题创新点:(1)本课题以发达地区中的欠发达区域——广东省山区县级市阳春市为研究对象,对其食品生产加工小作坊质量安全的政府监管的对策进行研究探讨,这是一种新的尝试。(2)结合本人的质量监督工作实践,尝试得出更具可行性和有效性的对策建议。
[Abstract]:Since the third Plenary session of the 11th CPC Central Committee put forward the policy of reform and opening up, China's economic system has changed from a planned economy to a socialist market economy. The economy is developing rapidly and all kinds of economic components are showing enthusiastically. Among them, the small workshop of food production and processing has developed vigorously because of its small scale, flexible management and close to the living needs of the people. However, with the sustained and rapid development of economy, the process of industrialization has been accelerated, the living standard of people has been improved, and the requirements for food quality and safety have become higher and higher. In recent years, the government has attached great importance to food safety and issued policies and regulations to strengthen food supervision. Food production and processing workshop because of its general existence of "small, messy, dirty, poor" problem, has become a hidden danger of food safety. At the same time, because small workshops for food production and processing involve a wide range of areas, have a wide range of product categories and are widely distributed, and some have certain historical, cultural and regional characteristics, to a certain extent, they meet the needs of society. As a result, it has been the difficulty and bottleneck of food safety supervision. Yangchun food processing workshop and its quality and safety supervision also meet with the corresponding problems, and Yangchun City, as a less developed area in western Guangdong, has its own characteristics. Yangchun City food production and processing units (including food production and processing small workshops) has reached 316, including 92 enterprises to obtain food production permits, food production and processing of 224 small workshops. The number of small workshops accounted for 70.89% of the total number of food production and processing units. Taking Yangchun as a case study has practical significance. The research of this subject adopts the methods of literature collection, investigation, general analysis and concrete analysis, comparative analysis and so on. It thoroughly analyzes the quality and safety of small food production and processing workshops in Yangchun City. This subject is divided into five chapters. Firstly, the basic concepts and theories of food production and processing workshop, quality and safety, government supervision and so on are analyzed and expounded. Based on the analysis of the current situation of food production and processing workshop and its government supervision in Yangchun City, the experience of quality safety and food safety supervision of small food production and processing workshop at home and abroad is used for reference. The countermeasures and suggestions of improving the quality and safety of food production and processing workshop in Yangchun City are put forward. The innovation of this subject is as follows: (1) this paper takes Yangchun City, a county-level city in mountainous area of Guangdong Province, as the research object, and probes into the countermeasures of government supervision on the quality and safety of its food production and processing workshop. This is a new attempt. (2) combined with my practice of quality supervision, I try to draw more feasible and effective countermeasures and suggestions.
