【摘要】:进入2010年,全球制造业遭遇前所未有的挑战,整个产业从供不应求到产能过剩,从规模优势到微利时代,从蜂拥投资到产业转移,其发展走到了转折的十字路口。中国作为全球最大的制造业基地,正面临着市场的变化,其宏观经济发展放缓、资金市场流动性差、资本市场疲软等更是加剧了大量中小企业破产倒闭。与东汽铸造事业部主营业务关联最大的汽轮机行业,随着近几年的发展,其市场困境也逐渐显现:火电市场相对饱和、用户需求差异化、生产采购的紧周期、技术等级的高要求、订单利润率下滑等难题。在现有市场环境下,降低生产成本、采购成本,提高客户响应速度,提高管理效率将为企业获得市场。本文正是在上述背景下全面分析东汽铸造事业部采购现状和面临的市场采购供应环境,通过查阅大量文献著作,对采购战略和战略采购的相关理论进行了全面详实的研究,明确了战略采购的内涵,论述了战略采购的重要性与管理要点,着重对供应商群体结构设计、建立长期供应商关系、采购整合这三种采购策略的应用进行了研究。东汽铸造事业部是国内知名的铸件生产制造企业,是东方电气集团东方汽轮机有限公司下属二级单位。其前身为德阳东汽铸造有限公司,2013年至今以模拟法人独立运营。本文以事业部铸钢件采购为研究对象,围绕事业部自身的发展战略,首先对事业部内外部环境及采购现状进行分析,然后运用采购定位模型对铸件的物资属性进行分析,并以此为基础从供应商群体结构设计、建立长期合作关系、采购整合三个方面提出了事业部的战略采购策略,最后制定出事业部的战略采购方案,并提出组织机构调整方案。本文对于铸造事业部乃至有相似特征企业的采购管理和采购策略选择,具有一定借鉴作用。
[Abstract]:In 2010, the global manufacturing industry encountered unprecedented challenges, the entire industry from supply to overcapacity, from the advantage of scale to the era of micro-profit, from investment to industrial transfer, its development has reached a turning point. As the world's largest manufacturing base, China is facing changes in the market, its macroeconomic development is slowing, capital market liquidity is poor, the capital market is weak, which has exacerbated the bankruptcy of a large number of small and medium-sized enterprises. With the development of recent years, the market predicament of steam turbine industry, which is most related to the main business of Dongqi Foundry Department, has gradually emerged: the thermal power market is relatively saturated, the customer demand is different, and the production and purchasing period is tight. Technical level of high requirements, order profit margin decline and other problems. In the current market environment, reducing production costs, purchasing costs, improving customer response speed, and improving management efficiency will help enterprises obtain the market. Under the above background, this paper comprehensively analyzes the purchasing status and the market purchasing environment of Dongqi Foundry Division. Through consulting a lot of literature, this paper makes a comprehensive and detailed study on the purchasing strategy and the relevant theory of strategic procurement. This paper clarifies the connotation of strategic procurement, discusses the importance and management points of strategic procurement, and studies the application of three purchasing strategies, namely, the design of supplier group structure, the establishment of long-term supplier relationship and the procurement integration. Dongqi Foundry Division is a famous casting manufacturing enterprise in China. It is a secondary unit of Dongfang Turbine Co., Ltd. Its predecessor is Deyang Dongqi casting Co., Ltd. in 2013 to simulate the independent operation of legal person. In this paper, the enterprise steel casting procurement as the research object, around the development strategy of the division itself, first of all, the internal and external environment and procurement status of the business department are analyzed, and then the material properties of the casting are analyzed by using the procurement positioning model. On the basis of this, the paper puts forward the strategic purchasing strategy from three aspects of supplier group structure design, establishment of long-term cooperative relationship and procurement integration. Finally, it formulates the strategic purchasing plan of the division, and puts forward the adjustment scheme of the organization and organization. This paper can be used for reference for the foundry department and the enterprises with similar characteristics in purchasing management and purchasing strategy.
