多中心治理视角下的保健食品安全问题研究

【摘要】:随着中国经济持续高速发展,公众的消费水平明显提升,极大的推动了我国保健食品产业的发展。在国家新制定的《食品工业“十二五”发展规划》中,营养与保健食品制造业首次被纳入国家食品产业规划中,成为了重点行业。但是,在快速发展的同时,我国的保健食品产业也存在一系列不容忽视的安全问题,并逐渐成为社会关注的热点之一。 本文在前人研究成果的基础上,通过对保健食品安全治理的理论研究,在对保健食品、保健食品安全、多中心治理、多中心治理理论等概念的界定基础上,探索建立我国保健食品安全多中心治理的新模式。首先,从保健食品安全事件的案例入手,对我国保健食品安全单中心治理模式的现状、存在问题以及带来的危害进行总述;其次,从政府部门、市场机制、第三部门、消费者群体四个层面,对问题产生的原因进行详细研究,进而得出单中心治理模式已不适应保健食品安全现状的结论;再次,总结了美国、日本的保健食品治理概况,并据此提出对我国可借鉴的经验;最后,通过对理论和实践分析研究,得出最终结论,保健食品安全治理的最优选择,不是完善的政府机构或完善的市场机制,也不是完善的第三部门或理性的消费者群体,而是在这四者之间建立一种“合作伙伴关系”,即建立起政府、市场、第三部门、消费者之间协同协作的保健食品安全多中心治理模式。
[Abstract]:With the sustained and rapid development of China's economy, the level of public consumption has obviously improved, which has greatly promoted the development of China's health food industry. In the "12th Five-Year Plan" of the National Food Industry, the nutrition and health food manufacturing industry was incorporated into the national food industry plan for the first time and became a key industry. However, with the rapid development of health food industry in China, there are a series of safety problems that can not be ignored, and gradually become one of the hot spots of social concern. Based on the previous research results, this paper defines the concepts of health food, health food safety, polycentric governance theory and so on, through the theoretical research on health food safety governance, and on the basis of the definition of health food, health food safety, multi-center governance theory and so on. To explore the establishment of a new model of multi-center governance of health food safety in China. First of all, starting with the case of health food safety incidents, this paper gives a general account of the current situation, existing problems and harm caused by the single-center governance model of health food safety in China; secondly, from the government departments, the market mechanism, the third sector, Four levels of consumer groups, the causes of the problem are studied in detail, and then the conclusion that the single-center governance model has not adapted to the current situation of health food safety. Thirdly, the general situation of health food governance in the United States and Japan is summarized. Finally, through the theoretical and practical analysis and research, the final conclusion is that the best choice of health food safety governance is not a perfect government organization or perfect market mechanism. Nor is it a perfect third sector or a rational consumer group, but a "partnership" between the four, that is, the government, the market, the third sector, A multi-center governance model for health food safety in collaboration between consumers.
