湖南省新型工业化与农业现代化发展水平测度及协调性分析

【摘要】：如今随着世界经济潮流的改变，大部分的发达国家都已经先后实现了工业化。自改革开放以来，我国的工业化进程比较顺利，特别是在十六次全国人民代表大会提出走新型工业化道路之后，工业发展过程中的科技含量、经济效益等方面也逐步在提升。但另外一方面，由于历史条件的限制，我国在农村发展的投入不足，使得农业的发展和工业出现了脱节，城乡居民的收入差距日益加大，使得农业现代化落后于新型工业化的发展。湖南省长期以来都是农业大省，农业基础资源丰厚，为工业化提供了基础原料，但长期以来积累的体制和结构型矛盾未能得到破解。新型工业化与农业现代化是我国建设“四化两型”社会的重要组成部分，在此背景之下，对湖南省的新型工业化及农业现代化的发展水平做出测度，并衡量其发展的协调性，找出发展之中的症结所在，确保做到湖南省的经济又好又快的发展。因此，本文的研究对湖南省新型工业化及农业现代化的发展具有重要意义。本文在收集湖南省新型工业化及农业现代化数据的基础上，首先分别对湖南省当前的新型工业化及农业现代化的发展及其协调发展进行现状描述，并通过现状描述来分析找出目前发展所存在的问题；其次根据所得的文献资料，针对湖南省的省情，分别对湖南的新型工业化和农业现代化设计一套评价指标体系，运用客观赋权及主观赋权相结合的综合赋权方法，通过SPSS软件，对湖南省近13年来的数据进行综合衡量，在以全国数据为标准的基础上，判断二者发展的水平；最后，将得出来的两套综合指标体系进行协调性分析，判断湖南省新型工业化和农业现代化的发展的协调性，同时，对所得出的结果进行分析，找出发展中的优势及劣势，，对症下药，对问题分析之后提出相应的发展战略及路径选择。本文通过将新型工业化和农业现代化细化为若干个指标之后，综合评价，确保二者的发展能够共同促进、相辅相成。根据实证之后的结果，可以得到以下结论：（1）湖南省新型工业化的发展高于全国的平均水平，在信息化进程、科技含量、经济效益、环境保护及人力资源的发展方面均优于全国平均水平。（2）湖南省农业现代化的发展稍稍落后全国的平均水平，其中最主要的方面是农业机械化相对落后，但有逐渐追赶上来的趋势。（3）湖南省的新型工业化及农业现代化发展协调性整体向好的方面发展，在2005年之后，属于基本协调发展的年份。
[Abstract]:Nowadays, with the change of the world economic trend, most developed countries have already realized industrialization successively. Since the reform and opening up, the industrialization process of our country has been relatively smooth, especially after the 16th National people's Congress put forward the road of new industrialization, the scientific and technological content and economic benefits in the process of industrial development are also gradually improving. But on the other hand, due to the limitations of historical conditions, our country has insufficient investment in rural development, which has caused a disconnect between the development of agriculture and industry, and the income gap between urban and rural residents is widening day by day. The modernization of agriculture lags behind the development of new industrialization. Hunan Province has been a big agricultural province for a long time, and the agricultural basic resources are rich, which provides the basic raw materials for industrialization, but the system and structural contradictions accumulated for a long time have not been solved. The new-type industrialization and agricultural modernization are the important parts of constructing the society of "four modernizations and two types" in our country. Under this background, this paper measures the development level of the new industrialization and agricultural modernization of Hunan Province, and measures the coordination of the development of the new industrialization and agricultural modernization. Find out the crux of the development to ensure that Hunan Province's economic development is good and fast. Therefore, the study of this paper is of great significance to the development of new industrialization and agricultural modernization in Hunan Province. On the basis of collecting the data of new industrialization and agricultural modernization in Hunan Province, this paper firstly describes the current situation of the new industrialization and agricultural modernization of Hunan Province and their coordinated development respectively. And through the description of the current situation to analyze and find out the problems existing in the current development. Secondly, according to the literature and data, according to the situation of Hunan Province, designed a set of evaluation index system for Hunan's new industrialization and agricultural modernization. By using the comprehensive weighting method combining objective and subjective weight, the author synthetically measures the data of Hunan province in the past 13 years through SPSS software, and judges the level of development of the two methods on the basis of the national data as the standard; finally, Analyze the coordination of the two sets of comprehensive index system, judge the coordination of the development of the new industrialization and agricultural modernization in Hunan Province, at the same time, analyze the results obtained, find out the advantages and disadvantages in the development, and give the right remedy to the case. After the analysis of the problem, the corresponding development strategy and path selection are put forward. In this paper, the new industrialization and agricultural modernization are refined into a number of indicators, and comprehensive evaluation is made to ensure that the development of the two can be promoted together and complement each other. According to the empirical results, we can get the following conclusions: (1) the development of new industrialization in Hunan Province is higher than the national average level, in the process of information, science and technology content, economic benefits, Environmental protection and the development of human resources are better than the national average. (2) the development of agricultural modernization in Hunan Province is slightly behind the national average level, the most important aspect of which is the relative backwardness of agricultural mechanization. But there is a tendency to catch up gradually. (3) the coordination of the development of new industrialization and agricultural modernization in Hunan Province is developing in a whole way. After 2005, it belongs to the year of basic coordinated development.
