基于广东电网公司电力物资仓储配送体系的研究

【摘要】:电力物资的及时、准确供应关系到电网的安全、可靠运行,也关系到电网企业的经营成本控制和管理规范,近两年,根据物资“一体化、集约化”管理思路和“集约、规范、高效”的职能战略目标,中国南方电网公司提出了“大物流、大配送”管理模式,力求构建仓库层级扁平、库存结构及定额合理、标准化跨区域配送、服务功能齐全的物资管理体系。广东电网公司(以下简称“公司”)是南网的创先标兵,,如何把“大物流、大配送”管理模式落实到具体物资管理和仓储配送运作,成为了亟待解决的问题之一。 根据“大物流、大配送”的实施方案,公司采用“一级仓(区域)+急救包”两层仓库管理模式,从全公司区域优化的角度优化一级仓和急救包的数量和布局。精简仓库数量后,公司平均每个一级仓(区域)将需要向约130个急救包进行电力物资配送,一级仓(区域)电力物资的配送量和配送频率将大幅度增加。目前的仓储配送模式和各环节作业指引不能满足迅速膨胀提高的业务量和业务水平的要求。此外,在保证公司运维和发展建设需要的物资供应的前提下,在仓储配送成本、操作科学化标准化、作业透明度等方面都面临着新的要求和挑战。 因此,开展了仓储配送体系研究,在借鉴国内外先进的物流管理模式和仓储配送规划经验的基础上,充分调研和掌握公司仓储配送体系的现状,并针对电力物资仓储配送的特点,设计具有技术先进性和操作可行性的仓储配送规划方案,并结合公司实际制定阶段性实施计划和相应的配套机制,运用VRP(车辆路径规划)技术对配送网络进行计算优化,力争提高物流服务水平,实现创先目标。

The current warehousing and distribution mode and operational guidelines for each link can not meet the requirements of rapidly expanding business volume and business level. In addition, on the premise of ensuring the supply of materials needed by the company's transportation and development, the cost of warehousing and distribution, the standardization of operation science, and the transparency of operation are all faced with new requirements and challenges. Therefore, the research of warehousing and distribution system has been carried out. On the basis of drawing lessons from advanced logistics management mode and planning experience at home and abroad, the present situation of warehousing and distribution system of the company has been fully investigated and grasped. According to the characteristics of electric power materials warehousing and distribution, the paper designs the planning scheme of warehousing and distribution with advanced technology and operational feasibility, and formulates the implementation plan and corresponding supporting mechanism according to the actual situation of the company. VRP (vehicle Route Planning) technology is used to optimize the distribution network in order to improve the level of logistics service and achieve the goal of creation.
