三明市食品加工小作坊现状调查及其管理对策研究

【摘要】:食品加工小作坊是我国食品产业的重要构成,本文以福建三明市食品加工小作坊为对象,实地调查、对比分析食品加工小作坊存在现状及产品质量安全,并借鉴国内外对食品安全的研究成果提出对策。通过对三明市食品加工小作坊的质量安全基本情况进行调查,发现三明市小作坊发挥了重要的功能。三明市食品加工小作坊主要存在证件不全、资产和营业额不高、从业人员的文化素质普遍较低、食品原料的进货不规范、生产设备和卫生条件较差、没有执行食品安全的相关标准等问题。针对这些问题提出五方面的建议。第一,完善法律制度建设,建立健全食品安全综合机制;第二,企业内部改革,提高食品生产水平;第三,转变消费者食品安全的消费态度;第四,发挥新闻及社会舆论的引导和监督作用;第五,示范建设,引导行业规范。此研究可以为政府相关部门在监管对策方面提供参考,以提升三明市食品加工小作坊的食品安全水平。
[Abstract]:The food processing workshop is an important component of the food industry in China. This paper takes the food processing small workshop in Sanming City, Fujian Province as the object, makes a field investigation, compares and analyzes the existing situation and the product quality safety of the food processing small workshop. And draw lessons from the research results of food safety at home and abroad put forward countermeasures. By investigating the quality and safety of small food processing workshops in Sanming City, it is found that small workshops in Sanming City play an important role. Small food processing workshops in Sanming City are mainly characterized by incomplete documents, low assets and turnover, low cultural quality of employees, irregular purchase of food raw materials, and poor production equipment and hygiene conditions. No implementation of food safety standards and other issues. Five suggestions are put forward to solve these problems. First, to improve the legal system and establish a sound food safety comprehensive mechanism; second, to reform enterprises to improve the food production level; third, to change the consumer's consumption attitude towards food safety; fourth, Play a leading and supervisory role of news and public opinion; fifthly, demonstrate construction and guide industry norms. This study can provide a reference for government departments to improve the food safety level of small food processing workshops in Sanming City.
