基于超效率SBM的工业环境绩效测度及影响因素研究

【摘要】:随着我国经济的发展,资源、环境与经济发展的矛盾日益突出,因此节能减排降耗这种倡导人与自然协调、可持续发展的经济模式受到人们的重视。从我国经济的构成和生态经济的起源与发展来看,,工业都是节能降耗减排的重中之重,对工业环境绩效进行评价有助于推进我国节能降耗减排工程。为了更好的监测工业环境绩效的发展态势,提高工业环境绩效水平,对其变化情况进行客观有效的评价具有十分重要的理论和现实意义。 首先,本文对国内外相关研究和文献进行回顾和总结,简要论述了环境绩效的有关概念和理论。然后,通过比较考虑环境因素的DEA模型对非期望产出处理的特性和缺陷,构建了工业环境绩效静态模型超效率SBM模型以及使用Malmquist-Luenberger指数构建了工业环境绩效动态模型。其次,对中国地区工业环境绩效进行了静态分析和动态分解,并将我国分成八大经济区域,对它们的静态绩效值进行差异分析。最后,采用tobit回归模型对影响静态环境绩效的因素进行实证分析。实证分析结果表明:在研究年份内我国地区工业的环境绩效总体水平虽然不高,但绝大部分地区工业环境绩效逐渐在改善;八大经济区域地区环境效率的差异较大,基本分为三大块,其中东部沿海经济综合区和北部沿海经济综合区最好,南部沿海综合经济区次之,其余五大经济区域最差;我国地区工业环境绩效的改善主要源于环境技术进步;资源消耗、地区经济发展水平、产业结构、环境污染治理力度、经济外向度因素对我国地区工业环境绩效有较为显著的影响。本文最后结合前文的实证分析提出一些改善工业环境绩效水平的对策建议,并对未来进一步的研究进行了展望。
[Abstract]:With the economic development of our country, the contradiction between resources, environment and economic development is becoming more and more prominent. Therefore, the economic model of energy saving, emission reduction and consumption reduction, which advocates the coordination between human beings and nature and sustainable development, has been paid more attention to. From the point of view of the composition of economy and the origin and development of ecological economy, industry is the most important part of energy saving and emission reduction. The evaluation of industrial environmental performance is helpful to promote the energy saving and emission reduction project in China. In order to better monitor the development situation of industrial environmental performance and improve the level of industrial environmental performance, it is of great theoretical and practical significance to evaluate the change of industrial environmental performance objectively and effectively. First of all, this paper reviews and summarizes the relevant research and literature at home and abroad, briefly discusses the concept and theory of environmental performance. Then, by comparing the characteristics and defects of the DEA model considering the environmental factors to deal with the non-expected output, the super-efficient SBM model of industrial environmental performance static model and the dynamic model of industrial environmental performance are constructed by using Malmquist-Luenberger index. Secondly, the static analysis and dynamic decomposition of China's industrial environmental performance are carried out, and China is divided into eight economic regions, and the differences of their static performance values are analyzed. Finally, tobit regression model is used to analyze the factors influencing static environmental performance. The results of empirical analysis show that although the overall level of industrial environmental performance in China is not high in the years under study, the industrial environmental performance of most regions is gradually improving, and the environmental efficiency of the eight major economic regions varies greatly. It is basically divided into three parts: the eastern coastal economic comprehensive area and the northern coastal economic comprehensive area are the best, the southern coastal integrated economic zone is the second, and the other five major economic regions are the worst; The improvement of regional industrial environmental performance in China is mainly due to the progress of environmental technology, the consumption of resources, the level of regional economic development, the industrial structure, and the intensity of environmental pollution control. The factor of economic extroversion has a significant effect on the regional industrial environmental performance in China. In the end, this paper puts forward some countermeasures and suggestions to improve the performance of industrial environment based on the previous empirical analysis, and looks forward to further research in the future.
