神华新疆能源公司发展战略研究

【摘要】:煤炭是国家的基础能源,是关系到国计民生的重要物资。煤炭工业为中国经济的腾飞提供了接近三分之二的一次能源,有效地支撑了国民经济持续快速的发展。煤炭产业能否稳定、健康的发展对国民经济的发展有着重大的意义。长期以来,煤炭在我国一次能源生产和消费构成中均占较大比例,煤炭资源占全国已探明能源资源总量的87.4%,居于绝对的主导地位,是中国唯一可以依赖的基础能源。2012年我国原煤产量36.5亿吨,原煤产量列世界第一位。中国煤炭消费量占全球消费量的比重首次超过半数,达50.2%,创历史最高水平。新疆煤炭资源具有先天战略优势,尤其在习近平总书记提出的打造新丝绸之路经济带构想推动下,新疆在中国能源安全和能源保障中的战略地位日渐突出。本文的研究对象神华新疆能源有限责任公司(简称神华新疆公司)是神华集团的控股子公司,主要从事煤炭生产、洗选加工、火力发电、城市供热等产业,是新疆境内最大的国有重点煤炭企业。本文主要研究神华新疆能源公司发展战略问题,通过实证分析法、规范分析法、比较分析法等方法,在认真梳理、综述国内外相关研究现状基础上,从公司目前所处的宏观环境、行业环境及微观环境对公司竞争战略、经营战略两个层面对神华新疆公司的当前发展战略展开深入分析,提出神华新疆能源公司发展战略中存在的问题。经过分析,得出如下结论:(1)总结了新疆煤炭产业状况的特点。认为新疆煤炭产业发展出现了一些新的可喜变化,主要体现在:经济拉动力强劲,煤炭产量激增;产业集中度提高,大基地和大集团建设得到加强;技术改造力度加大;资源环境保护得到加强等几方面。在取得可喜变化的同时,新疆煤炭行业形势依然严峻,主要体现在:市场供求变化,过剩隐忧加剧;资源保障能力较弱,浪费现象严重;煤矿规模偏小,装备水平较低;安全形势严峻,环境保护任务艰巨;遗留问题较多,企业改革滞后等几方面。因此,实施战略管理是煤炭企业发展的第一要务。(2)通过对神华新疆公司的外部环境及内部条件的分析,认为公司的发展是机遇与挑战并存,结合神新公司自身的优势及劣势,进行SWOT分析得出公司竞争战略存在两个方面的问题,一方面宏观政策支持力度减弱,国家对清洁能源的支持力度不断加大;另一方面,煤炭产品优势逐渐降低,神华新疆公司目前产品不具备强有力的市场竞争优势。同时认为公司经营战略存在以下两个问题,一是多元化经营遭遇瓶颈。煤电尚未建成大规模项目,下游延伸煤化工产品国内市场不景气。二是优质资源占比较小。高级煤炭资源储量只占公司总体储量的20%,煤田地质勘查工作相对滞后,煤炭资源区域过于集中。在此基础之上,指出神华新疆能源公司可采取的战略是:建设“五型”企业,做强煤炭主业,推进煤电外输、煤炭外运和煤炭化工事业的发展战略。未来公司的发展思路将以煤炭为核心,积极参与铁路、电力、煤化工领域的建设。(3)根据战略管理的相关理论,将神华新疆公司的发展战略分为近、中、远期目标三个阶段,对神华新疆公司进行重新定位为:在神华集团的领导下,突出煤炭开采转化主业,做好区域性传统煤炭市场开发,积极推进煤炭转化,在五年内使神华新疆公司成为具有国内先进生产和管理水平、占有新疆煤炭市场30%以上的国内一流能源企业;到2020年使神华新疆公司成为具有国际先进生产和管理水平、占有新疆煤炭市场50%,经济效益达到国内行业平均水平的国际一流能源企业。同时指出其公司战略主要为发展战略,并为神华新疆公司的“煤炭、煤电、煤化工”三大主导产业制定了未来业务的发展方向;神华新疆公司的主要竞争战略为成本领先战略,通过低成本的优势参与市场竞争;同时,对职能战略从生产策略、市场营销策略及人力资源策略三个方面进行了阐述。本文是对神华新疆公司在政策、市场两大背景下进行战略优化的一次尝试,对公司在疆长期可持续发展具有借鉴意义。

This paper mainly studies the development strategy of Shenhua Xinjiang Energy Co., Ltd., and through the methods of empirical analysis, standard analysis, comparative analysis, and so on, it reviews the current situation of the relevant research at home and abroad, and from the macro-environment at present, The current development strategy of Shenhua Xinjiang Company is deeply analyzed by the industry environment and the micro-environment, and the problems existing in the development strategy of Shenhua Xinjiang Energy Co., Ltd. are put forward. At the same time, the situation of the coal industry in Xinjiang is still serious, which is mainly manifested in the change of supply and demand of the market, the aggravation of the excess hidden worries, the weak capacity of the resources guarantee, the serious waste, the small scale of the coal mine, the low equipment level, the severe safety and the arduous task of environmental protection; There are many problems left over, and the reform of the enterprise is lagging behind. Therefore, the implementation of strategic management is the first priority of the development of coal enterprises.
