公共治理视角下阳江市生产加工环节食品安全监管研究

【摘要】:食品安全是民生大事,不仅关系广大人民群众身体健康和生命安全,而且关系到经济社会的健康发展和社会的和谐稳定。近年来,尽管各级政府投入了大量的人力物力加强食品安全监管,但是食品安全形势依然严峻,食品安全事故呈易发多发势头,引发公众的强烈不满。食品生产加工环节是保障食品安全的源头,进一步完善生产加工环食品安全监管,既是质监部门依法履行职责的内在要求,,更是保障人民群众健康安全和维护社会和谐稳定的迫切需要。在当前食品安全监管存在政府监管、市场调节“双重失灵”的背景下,公共治理理论为食品安全监管提供了新的视角,具有重要理论和实践意义。 食品工业作为阳江市的第二大支柱产业,目前仍然处于粗放式发展阶段,随着近年来食品工业的快速增长,食品工业亟待提高发展质量,以满足公众的食品安全需求。从公共治理视角审视阳江市生产加工环节食品安全监管,主要问题有:政府监管效能不高,在食品监管过程中存在政府失灵的现象;食品行业自我管理不足,在市场自我调节过程中存在失灵现象;公众参与不足,社会自我管理功能得不到发挥等。这些问题既有我国生产加工环节食品安全监管的共性问题,也有阳江表现较为突出的个性问题。针对上述问题,本文逐一分析了导致出现这些问题的深层次原因。比如,行政体制改革滞后,政府职能转变不到位;食品市场的外部负效应,信息不对称;国家与社会同构,社会作用长期被忽视等。 本文以公共治理作为理论视角,在系统分析相关理论的基础上,对发达国家日本、美国、德国生产加工环节食品安全监管的经验和做法进行总结分析,从中得出对改进阳江市生产加工环节食品安全监管的有益启示。在此基础上,从公共治理的视角出发,结合阳江的实际情况,本文又侧重地提出完善阳江市生产加工环节食品安全监管的对策和建议,主要包括:加强政府食品安全监管效能建设,提升政府执行力和公信力;强化食品行业自律,规范食品市场经济秩序;引导公众有序参与食品安全监管,发挥社会自我管理功能。
[Abstract]:Food safety is a major issue of people's livelihood. It not only relates to the health and safety of the people, but also to the healthy development of economy and society and the harmony and stability of society. In recent years, although governments at all levels have invested a lot of manpower and material resources to strengthen the supervision of food safety, the situation of food safety is still grim. Food production and processing links are the source of ensuring food safety, and further improving food safety supervision in the production and processing ring is an inherent requirement for the quality supervision departments to perform their duties in accordance with the law. It is also an urgent need to ensure the health and safety of the people and to maintain social harmony and stability. Under the background of government supervision and market regulation "double failure" in the current food safety supervision, the theory of public governance provides a new perspective for food safety supervision and has important theoretical and practical significance. As the second pillar industry in Yangjiang City, food industry is still in the extensive development stage. With the rapid growth of food industry in recent years, the food industry needs to improve the quality of development to meet the food safety needs of the public. From the perspective of public governance, the main problems of food safety supervision in production and processing links in Yangjiang City are as follows: the efficiency of government supervision is not high, and the phenomenon of government failure exists in the process of food supervision; The food industry has insufficient self-management and failure in the process of market self-regulation, the public participation is insufficient, and the function of social self-management cannot be brought into play. These problems are not only the common problems of food safety supervision in China's production and processing links, but also the outstanding individual problems in Yangjiang. In view of the above problems, this paper analyzes the causes of these problems one by one. For example, the reform of administrative system lags behind, the transformation of government functions is not in place; the external negative effect of food market, information asymmetry, the state and society are isomorphic, the social role has been neglected for a long time. On the basis of systematic analysis of relevant theories, this paper summarizes and analyzes the experiences and practices of food safety supervision in the production and processing links of developed countries, Japan, the United States and Germany, from the perspective of public governance. The beneficial enlightenment to improve the food safety supervision in Yangjiang production and processing links is obtained from this paper. On this basis, from the perspective of public governance, combined with the actual situation of Yangjiang, this paper puts forward the countermeasures and suggestions to improve the food safety supervision in the production and processing links of Yangjiang City. It mainly includes: strengthening the efficiency construction of government food safety supervision and improving the executive power and credibility of the government; We should strengthen the self-discipline of the food industry, standardize the order of the food market economy, guide the public to participate in food safety supervision in an orderly manner, and give play to the function of social self-management.
