扬州供电公司二次设备精细化管理中存在的问题与对策研究

【摘要】:电力行业作为关系国计民生的重要基础产业和公用事业,是国家经济的重要组成部分。电力行业的发展关系到社会经济发展的各个方面,从人民日常生活到各行各业的生产活动,电力的可靠供应是国民经济正常发展的必要条件。 长期以来,我国供电企业实行的是以事后维修、定期预防维修为主的设备维修体制。该体制下的设备维修管理工作规律性和计划性强,管理模式也比较简单粗放,同时也存在维修盲目、维修过剩、维修不足、临时性检修频繁等问题。随着我国经济持续发展和电力体制改革深入,客户对供电可靠性的要求不断提高,这一体制已经不能很好的适应供电企业的经营发展。为了提高电力企业的竞争力,电力企业必须进一步加强管理。 本文就是依据这样的研究背景,以扬州电网为具体的研究案例,对二次设备精细化管理问题进行了研究。目前扬州电网二次设备的管理存在工作量大、任务重、技术要求高的特点。一方面电网规模不断扩大,电力设备数量不断增加;另一方面,先进技术不断更新,大幅提升了电网装备的技术水平,采用传统的设备管理模式已适应不了电网发展的需要。为解决这一问题,就必须对扬州电网二次设备管理的新制度和新方法进行探索性研究。 本文在对国内外的设备精细化管理分析的基础上,通过问卷调查、专家访谈、文案调研的方式,分析找出了现有二次设备管理存在管理方式陈旧、管理组织变动频繁、安装调试质量不高、检修目的不明确、绩效管理不合理等问题。根据二次设备精细化管理的要求,提出了二次设备管理全过程的对策建议。针对设备缺陷处理的问题,本文提出了设备缺陷精细化管理的方式,通过建立工作领导小组、四级缺陷分析制度、缺陷处理业务流程、缺陷考核评估方法,切实达到降低设备缺陷的目的。在设备检修方面,本文提出了实施状态检修方式,建立了设备信息收集、设备状态评价、检修策略、检修计划、检修实施、检查考核的工作流程。强调应建立二次设备精细化管理的制度流程保障、人才保障、绩效考核保障,为扬州电网二次设备精细化管理的展开提供保障和支持。
[Abstract]:As an important basic industry and public utilities, the electric power industry is an important part of the national economy. The development of electric power industry is related to all aspects of social and economic development. From the daily life of the people to the production activities of various industries, the reliable supply of electric power is the necessary condition for the normal development of the national economy. For a long time, the power supply enterprises in our country implement the equipment maintenance system, which is based on after-the-event maintenance and regular preventive maintenance. The management of equipment maintenance under this system has strong regularity and plan, and the management mode is simple and extensive. At the same time, there are also some problems, such as blind maintenance, overmaintenance, insufficient maintenance, frequent temporary maintenance and so on. With the continuous development of China's economy and the deepening of the reform of the electric power system, the requirements of the customers for the reliability of the power supply have been constantly improved. This system can no longer adapt to the management and development of the power supply enterprises. In order to improve the competitiveness of electric power enterprises, electric power enterprises must further strengthen management. On the basis of this research background, this paper takes Yangzhou Power Grid as a concrete case to study the secondary equipment fine management. At present, the management of secondary equipment in Yangzhou Power Grid has the characteristics of heavy workload, heavy task and high technical requirements. On the one hand, the scale of power network is expanding and the quantity of power equipment is increasing; on the other hand, the advanced technology has been continuously updated, and the technical level of power network equipment has been greatly improved, and the traditional equipment management mode can not meet the needs of the development of power grid. In order to solve this problem, it is necessary to study the new system and method of secondary equipment management in Yangzhou Power Grid. Based on the analysis of equipment management at home and abroad, through questionnaire survey, expert interview and copy investigation, this paper finds out that the existing secondary equipment management has obsolete management mode and frequent changes in management organization. Installation and debugging quality is not high, overhauling purpose is not clear, performance management is unreasonable and so on. According to the requirements of refined management of secondary equipment, the countermeasures and suggestions for the whole process of secondary equipment management are put forward. In view of the problem of equipment defect management, this paper puts forward the way of meticulous management of equipment defect, through the establishment of work leadership group, four-level defect analysis system, defect management business process, defect assessment and evaluation method, Effectively achieve the purpose of reducing equipment defects. In the aspect of equipment maintenance, this paper puts forward the implementation mode of condition-based maintenance, establishes the work flow of equipment information collection, equipment condition evaluation, maintenance strategy, maintenance plan, maintenance implementation, inspection and assessment. It is emphasized that the system and process guarantee of secondary equipment fine management, talent guarantee and performance appraisal guarantee should be set up to provide guarantee and support for the development of secondary equipment fine management in Yangzhou power grid.
