Principal components analysis and comparative analysis were made of the problems in Liaoning industrial economic development. Findings show that the resource recycling and energy reuse rates are rather low in Liaoning industrial economy. To solve these problems, independent innovation of enterprises and government support on guidance and policy making should be improved in the process of energy saving and emission reduction.
