外管局资本项目管理系统业务架构设计与开发

【摘要】：改革开放以前,中国实行高度集中的计划经济体制,由于外汇资源短缺,中国一直实行比较严格的外汇管制。为进一步促进贸易投资便利化,日前,国家外汇管理局发布了《国家外汇管理局关于进一步改进和调整直接投资外汇管理政策的通知》。简化直接投资外汇管理,共取消了35项行政审核,简化合并了14项行政审核。为简化和方便各个主体办理相关业务,增加流程的条理性和减少冗余,根据国家外汇管理局需要,设计开发一套外管局工作办理流程系统。系统主要根据三大对象(外管局工作人员、办理业务的主体、银行)的业务和之间的联系,运用JAVA,DB2,等开发工具,在AS One平台上进行开发。结果可用于通过成熟的报表工具实现对全程电子数据的统计分析,通过统计、预警指标的建立和预警阀值及预警分析方法的电子化实现监测与分析的目的,同时满足对外担保监管与监测相结合、微观与宏观相结合。完成后,根据其不同的业务流程可为三个应用系统,分别为:资本项目信息系统外汇局版,简称外汇局版,部署在外汇局内网上。分为主体信息管理,业务登记/变更/注销管理,额度管理,核准件管理业务合规性监测这几大功能。外汇局用户访问外汇局版完成相应的业务功能操作,并可以访问内网、互联网银行版和企业版,进行系统管理。资本项目信息系统银行版,简称银行版,分别部署在外汇局外网和外汇局互联网。其具有采集以银行接口文件报送为主,部分功能提供录入备选功能,外汇局以查询为主。银行根据各自的接入方式分别通过外汇局外网或互联网对银行版进行访问。银行用户可以直接访问银行版进行功能操作,也可以通过MTS将接口文件传输到外汇局。资本项目信息系统企业版,简称企业版,部署在外汇局互联网上。企业用户通过互联网访问企业版完成网上申报业务。其中在外汇局内网集成外汇局版、代码系统和查询系统,在外汇局外网集成银行版,在外汇局互联网集成企业版和银行版。外汇局外网银行版的业务数据库部署外汇局内网,且部署在外汇局内网与外汇局外网的应用支撑平台共用一个平台数据库。此系统的开发不仅简化了外管局工作人员的业务流程,同时还具有功能完善,操作灵活方便等特点。
[Abstract]:Before the reform and opening up, China implemented a highly centralized planned economic system. The interface file can also be transferred to the foreign exchange bureau through MTS. Capital account Information system Enterprise Edition, abbreviated as Enterprise Edition. It is deployed on the Internet of safe. Enterprise users complete the online declaration business through the Internet access Enterprise Edition. The safe version, code system and query system are integrated in the internal network of safe.
