农村金融机构流程银行管理的研究

【摘要】：在当前的金融市场中,农村金融机构快速发展并形成了对城郊和农村区域有效的市场份额占有,但在城区中与商业银行短兵相接时,农村金融机构的短板就表露无疑。竞争已在,为了不被淘汰,农村金融机构只能通过改变来适应金融市场新环境,而流程银行建设是重要的途径之一。通过对各个金融机构流程银行建设的研究,本人发现农村金融机构在这块领域普遍困难重重、进展缓慢,而商业银行的流程银行建设则较为顺畅。同样作为金融机构,为什么在流程银行建设中产生了如此大的差距,又是什么原因导致农村金融机构难以完成流程银行建设,通过对这个疑问的深入研究,本人得出了主体差异化是整个问题的源头所在,而农村金融机构传统思想根深蒂固、业务流程体系不完善、人才储备不足、IT信息系统落后就是造成其流程银行建设困难的核心原因,并结合流程银行成功经验的学习,提出了循序渐进克服传统思想根深蒂固、先进流程部分移植克服流程体系不完善、加强流程银行前期培训来充实建设人才队伍以及加强科技投入来优化IT信息系统的解决方案。本文立足点不在于新旧流程的优缺点,即不是思考流程银行将改变些什么,而是重点研究流程银行在植入建设中会碰到的难题、抓住流程银行建设与农村金融机构格格不入的现象,从主体差异化的角度,通过对农村金融机构主体分析、寻找与商业银行的差异,并结合实际案例中流程银行建设所碰到的系统性、常规性难题,通过调查统计等方法,对问题进行了深入的分析挖掘,以案例找出问题、以与其他农村金融机构对比来印证问题,进而参考商业银行等的流程银行建设先进经验,抓本质、寻解决,最终提出对于农村金融机构流程银行建设有益的观点和建议,并将尝试于实际操作中,帮助农村金融机构未来更好的实现流程银行建设。
[Abstract]:In the current financial market, rural financial institutions have developed rapidly and formed an effective market share for the suburbs and rural areas, but in the urban areas and commercial banks in short battle. In order not to be eliminated, rural financial institutions can only adapt to the new financial market environment through changes. The construction of process banking is one of the important ways. Through the study of the process bank construction of various financial institutions, I found that rural financial institutions in this field generally difficult, slow progress. The construction of commercial banks is more smooth. The same as financial institutions, why in the process of banking construction has produced such a big gap. What is the cause of rural financial institutions difficult to complete the process of banking construction, through the in-depth study of this question, I concluded that the main body differentiation is the source of the whole problem. The traditional thought of rural financial institutions is deeply rooted, the business process system is not perfect, and the lack of talent reserve is the core reason for the difficulty of the construction of the process bank. Combined with the successful experience of the process bank learning, the paper proposes to gradually overcome the traditional idea of deep-rooted, advanced process partial transplantation to overcome the process system is not perfect. Strengthen the pre-training of process bank to enrich the construction of talent team and strengthen the investment in science and technology to optimize the solution of IT information system. The foothold of this paper is not the advantages and disadvantages of the new and old processes. That is not to think about what process banks will change, but to focus on the difficulties that process banks will encounter in the implantation construction, and to grasp the phenomenon that the construction of process banks is incompatible with rural financial institutions. From the perspective of subject differentiation, through the analysis of the main body of rural financial institutions, looking for the differences with commercial banks, and combining with the actual cases of process banking construction encountered systematic, conventional problems. Through the methods of investigation and statistics, this paper analyzes and excavates the problems deeply, finds out the problems with cases, and verifies the problems by comparing them with other rural financial institutions. And then refer to the commercial banks and other process banking construction advanced experience, grasp the essence, find solutions, and finally put forward for rural financial institutions process banking construction beneficial views and suggestions, and will try to practice. To help rural financial institutions in the future to better achieve the process of banking construction.
