【摘要】：面对新一轮的改革发展，，我国银行业将获得新的发展机遇和挑战。面对激烈的市场竞争，各类银行机构都在苦练内功，进一步增强自身的核心竞争力。农业发展银行身处这个改革发展大潮中，如何按照国家政策和市场规律改善运行机制、提升管理水平、增强盈利能力，就成为一个非常迫切的问题。本文在对农业政策性金融理论进行梳理的基础上，分析了农业发展银行的现状，运用SWOT分析方法揭示了农业发展银行战略发展的优势和劣势，机遇和挑战。指出农业发展银行在发展战略的选择和实施上，应顺应改革潮流，紧跟国家政策和金融形势。进一步明确农业政策性金融职能，实行差异化发展战略。为确保战略的实现，应加快农业发展银行立法进程，明确法律地位；应完善法人治理结构，建立权责明确的现代企业制度；加强风险管理体系建设，提高全面风险防控能力；强化运营管理，进一步完善经营机制；实施人才战略，提升员工素质；深入推进企业文化建设。只有这样，农业发展银行才能更加健康、稳定发展，为我国“三农”事业做出更大贡献。
[Abstract]:In the face of a new round of reform and development, China's banking industry will obtain new opportunities and challenges. In the face of fierce market competition, all kinds of banking institutions are practicing hard. The Agricultural Development Bank is in the tide of reform and development, how to improve the operation mechanism, improve the management level and enhance the profitability in accordance with the national policies and market laws. Becomes a very urgent problem. On the basis of combing the theory of agricultural policy-oriented finance, this paper analyzes the current situation of Agricultural Development Bank, and reveals the advantages and disadvantages of Agricultural Development Bank's strategic development by using SWOT analysis method. This paper points out that the Agricultural Development Bank should keep up with the trend of reform, keep up with the national policy and financial situation, and further clarify the function of agricultural policy-oriented finance in the choice and implementation of development strategy. In order to ensure the realization of the strategy, the legislation process of Agricultural Development Bank should be quickened and the legal status should be clarified. It is necessary to perfect the corporate governance structure and establish a modern enterprise system with clear powers and responsibilities. Strengthen the construction of risk management system and improve the ability of overall risk prevention and control; Strengthen the operation management, further perfect the management mechanism; Implement the talent strategy to improve the quality of the staff; Only in this way can the Agricultural Development Bank develop more healthily and steadily and make greater contributions to the cause of agriculture, rural areas and farmers in China.
