天津市住房公积金贷款问题研究

【摘要】:在我国当前国情下,解决居民住房建设和职工住房资金的问题,主要是靠现行的公积金制度来作为强有力的后盾。由于公积金贷款制度的不完善,在使用过程中出现了一些问题,,就需要我们及时进行改进。个人贷款业务方面现存在以下几点问题急需解决:银行和开发商在办理公积金贷款业务时不能积极主动的配合;在买房负担已经很沉重的今天,还要承担较高的担保费;对于收入水平较低的居民而言没有真正解决住房问题;没有科学合理的公积金存款、贷款利率设置。个人贷款业务存在以上几点问题的主要原因是:首先从微观上来分析,我国公积金制度对当前的贷款需求细分不到位,而且对主管公积金贷款业务的部门没有设置任何灵活操作的权限。其次再从宏观上进行分析,公积金贷款制度对收入较低人群有不适用的现象,公积金对职能定位不够明确。公积金制度在解决居民住房建设方面也存在着几点不足:对利益分配不能做到科学合理、没有健全的法律政策作为依据、对于负责建设资金监管的部门没有准确清晰的职责定位。 通过上述对公积金现存问题的分析,本文认为应该找到合理有效的解决办法。本文从公积金管理制度的微观环境提出一些新办法,让其能够解决制度不够细分、没有灵活操作权限的问题。从放贷条件、放贷种类和增值收益与补息等方面,适当向收入较低的家庭作调整;研究存款利息高、贷款利息低的新制度;初步尝试抵押贷款证券化和国有化的担保体系减少担保费用;改善并健全压力制度和动力制度,充分调动开发商与银行之间的良性竞争。在保障居民基本住房建设方面,本文从宏观的立脚点探索,应如何对法律政策制定健全合理的监管机制,即设立统一的管理部门;对配套政策的继续完善和健全;对保障性住房的监管部门和制度要继续完善等。
[Abstract]:Under the current situation of our country, to solve the problems of housing construction and housing funds of workers and staff, we mainly rely on the current provident fund system to act as a strong backing, because of the imperfect loan system of the accumulation fund. Some problems have arisen in the course of use. Need us to improve in time. Personal loan business there are the following problems need to be resolved: banks and developers in the processing of provident fund loan business can not actively cooperate; In the purchase of housing burden has been very heavy today, but also to bear a higher guarantee fee; For the lower income level of residents, there is no real solution to the housing problem; There is no scientific and reasonable accumulation fund deposit, loan interest rate set. Personal loan business has the above several main reasons: first from the micro analysis. China's provident fund system does not subdivide the current loan demand in place, and the department in charge of provident fund loan business has no authority to operate flexibly. Secondly, the macro analysis is carried out. The provident fund loan system does not apply to the lower income group. Provident fund is not clear about its function. There are also several deficiencies in the system of accumulation fund in solving the housing construction of residents: the distribution of benefits can not be scientific and reasonable, and there is no sound legal policy as the basis. For the department responsible for the supervision of construction funds, there is no accurate and clear responsibilities. Through the above analysis of the existing problems of the provident fund, this paper believes that we should find a reasonable and effective solution. This paper puts forward some new methods from the micro-environment of the provident fund management system. It can solve the problem that the system is not subdivided and there is no flexible operation authority. From the aspects of loan conditions, loan types, value-added income and interest supplement, it can be adjusted to the families with lower income; To study the new system of high deposit interest rate and low loan interest rate; The initial attempt to mortgage securitization and nationalization of the guarantee system to reduce the guarantee costs; Improve and perfect the pressure system and power system, fully mobilize the healthy competition between developers and banks. How to establish and perfect the reasonable supervision mechanism for the legal policy, that is, to set up a unified management department; Continue to improve and improve the supporting policies; The supervision department and system of indemnificatory housing should continue to perfect and so on.
