西部地区战略性新兴产业的金融支持研究

【摘要】：在国际金融危机的大背景下，西方国家纷纷把目光聚焦在新兴产业、高新技术产业等战略性新兴产业的身上，我国政府审时度势，于2010年作出了培育和发展战略性新兴产业的重大决策，并把新能源、新材料、新一代信息技术、高端装备制造、节能环保、生物医药以及新能源汽车七大产业列入战略性新兴产业的范围。西部地区现正处于产业结构优化升级、经济增长转型的重要时期，战略性新兴产业的提出为西部地区的未来的产业发展指明了方向。战略性新兴产业是创新技术与新兴产业的融合，具有投入高、风险大和效益好等特征，而金融在现代经济发展中的核心地位，决定了其在战略性新兴产业成长过程中的基础性支持作用，，持续有效的金融支持是战略性新兴产业发展的助推器。西部地区战略性新兴产业的基础薄弱，金融发展水平落后，因此，如何提高战略性新兴产业的金融支持效率，完善金融支持体系将成为西部地区亟需解决的问题。本文的主要研究内容是西部地区战略性新兴产业的金融支持。首先从战略性新兴产业与金融支持理论综述入手，采用定性分析方法对战略性新兴产业的概念、特征进行了解读和延伸；然后运用定量分析方法对西部地区战略性新兴产业的发展状况及金融支持的现状展开了分析，指出西部地区战略性新兴产业的金融支持存在政策性金融支持力度不够、间接金融体系不完善以及证券市场融资困难等问题；接着通过实证研究方法以西部地区106个战略性新兴产业上市公司为样本，选取了产业产值、银行贷款和股票融资三个指标,建立面板数据模型对西部地区战略性新兴产业的金融支持效应进行了分析，结果表明西部地区战略性新兴产业的直接融资效应由于间接融资效应；最后，本文根据西部地区战略性新兴产业的金融支持存在的问题和实证分析结果提出了适合西部地战略性新兴产业的金融支持的对策建议，主要包括:加强政策性金融支持力度、完善间接金融支持体系以及拓展证券市场融资渠道。
[Abstract]:In the context of the international financial crisis, Western countries have focused on emerging industries, high-tech industries and other strategic emerging industries. In 2010, we made a major decision to cultivate and develop strategic emerging industries, and put new energy, new materials, a new generation of information technology, high-end equipment manufacturing, energy conservation and environmental protection. Seven industries of biopharmaceutical and new energy automobile are included in the scope of strategic emerging industries. The western region is now in the important period of industrial structure optimization and upgrading, economic growth and transformation. The proposal of strategic emerging industry has pointed out the direction for the future industrial development of the western region. Strategic emerging industry is the integration of innovative technology and emerging industry, with the characteristics of high investment, high risk and good efficiency, and the core position of finance in the development of modern economy. It determines its basic support role in the growth of strategic emerging industries, sustained and effective financial support is the booster of the development of strategic emerging industries, and the foundation of strategic emerging industries in the western region is weak. The level of financial development is backward, so how to improve the efficiency of financial support of strategic emerging industries and improve the financial support system will become an urgent problem to be solved in the western region. The main content of this paper is the financial support of the strategic emerging industries in the western region. Firstly, the concept of the strategic emerging industries is introduced by qualitative analysis method, starting with a summary of the theory of strategic emerging industries and financial support. The features are interpreted and extended; Then the paper analyzes the development of strategic emerging industries and the current situation of financial support in the western region by means of quantitative analysis. It is pointed out that the financial support of the strategic emerging industries in the western region is not strong enough, the indirect financial system is not perfect and the financing of the securities market is difficult. Then through the empirical research method, taking 106 strategic emerging industry listed companies in the western region as the sample, this paper selects three indicators: industrial output value, bank loans and stock financing. The panel data model is established to analyze the financial support effect of the strategic emerging industries in the western region. The results show that the direct financing effect of the strategic emerging industries in the western region is due to the indirect financing effect. Finally, according to the existing problems of the financial support of the strategic emerging industries in the western region and the results of empirical analysis, this paper puts forward some countermeasures and suggestions suitable for the financial support of the strategic emerging industries in the western region. It mainly includes: strengthening the policy financial support, perfecting the indirect financial support system and expanding the financing channels of the securities market.
