欧盟凝聚与区域发展基金的发展及其启示

【摘要】：欧盟凝聚与区域发展基金是欧盟区域政策的重要组成部分,它在推动欧盟区域发展以及区域内部经济社会凝聚与融合方面发挥了重要作用。本文通过对欧盟区域政策特别是凝聚与区域发展基金的历史演变、成效以及最新进展的分析,结合我国的发展水平和区域发展现状,得到以下启示:区域发展基金是区域政策实施的重要财力保障;明确的区域发展目标是区域发展基金得以有效发挥作用的制度保障;要制定严格且科学的区域发展基金管理监督体系;结合我国国情,因地制宜地实施我国的区域发展基金。
[Abstract]:EU cohesion and regional development fund is an important component of EU regional policy. It plays an important role in promoting the regional development of the European Union and the economic and social cohesion and integration within the region. The analysis of the results and the latest progress, combined with the development level of our country and the current situation of regional development, gives the following enlightenment: the regional development fund is an important financial guarantee for the implementation of regional policies; Clear regional development objectives are institutional guarantees for the effective functioning of regional development funds; To establish a strict and scientific management and supervision system of regional development funds; Combine our country's national condition, implement our country's regional development fund according to local conditions.
