潍坊市农村经济发展的金融支持研究

【摘要】：近年来,三农问题是国家非常重视的问题。潍坊市加大对“三农”的投入力度,对农村经济结构进行调整,农业综合能力得到提高,农民收入也在逐渐增加,但与潍坊市工业发展速度相比,其发展速度仍然相对缓慢。随着市场化进程加快,潍坊市财政支农力度有限,已经跟不上农村经济发展需要的资金增长速度。资金瓶颈问题如何解决对农村经济发展至关重要。农村金融是金融市场的重要组成部分,作为农业发展的支持体系,对农村经济增长的支持作用逐渐被重视,其改革效果对潍坊市经济发展有着很大的影响。本文在理论背景下,通过对潍坊市农村金融支持与农村经济现状分析和实证研究,探讨潍坊市农村金融存在的问题和改革的困境,分析深度原因,最后找出行之有效的金融支持对策。因此研究潍坊市农村经济增长的金融支持,从问题中找出相应对策,更好的发挥农村金融的作用。同时对山东省其他地市农村金融支持对策的制定也能提供些许借鉴。论文主体包括六个部分：导论、农村经济发展的金融支持理论基础、潍坊市农村经济与农村金融支持的现状分析、实证研究、推进潍坊市农村经济发展的金融支持建议和结论。第一章导论部分阐述了论文的选题背景和研究意义。从金融对经济发展支持作用和农村金融与经济发展关系两方面对国内外文献进行了总结。简要说明了本文研究思路和方法,以及可能的创新点和不足之处。第二章农村经济发展的金融支持理论基础部分主要介绍了农村金融发展理论和金融发展促进经济增长的实现途径。为后面的实证奠定了基础。第三章潍坊市农村经济与农村金融支持的现状分析部分,分别对这两方面情况进行了定性分析。潍坊市地区生产总值总体上呈现出平稳增长的趋势,农村居民纯收入在总量上的增长也很明显,但是城乡居民消费呈现出扩大的趋势。财政支农的支出占财政支出的比例近年来有下降的趋势。潍坊市目前有相对完善的农村金融体系。金融支农总量增长值比财政支农增加值大。对农业资金的供给,金融投入还是它的主要的来源。第四章实证研究部分,根据理论模型,构建潍坊市农村经济发展指标和受农村金融影响的相关指标,通过选取数据和指标,对变量进行处理,然后进行实证分析。得出潍坊市农村经济发展与农村金融发展之间存在长期稳定的关系,并进一步分析了农村经济发展与各个相关金融变量指标之间的因果关系。第五部分提出推进潍坊市农村经济发展的金融支持建议。主要有构建多层次农村金融市场,规范和健全农村金融机构与中介；扩大金融机构对农村的信贷投放,提升农村金融服务效率；改善优化农村金融环境等方面。第六章结论部分,总结了本文的主要内容和结论,以及下一步研究注意的问题。
[Abstract]:In recent years, the issue of agriculture, rural areas and farmers has been attached great importance to by the state. Weifang has increased its investment in agriculture, rural areas and farmers, readjusted the rural economic structure, improved its comprehensive agricultural capacity, and gradually increased the income of farmers. But compared with Weifang's industrial development speed, its development speed is still relatively slow. With the acceleration of market-oriented process, Weifang's financial support for agriculture is limited. The fund bottleneck problem is very important to the rural economic development. Rural finance is an important part of the financial market. As a supporting system of agricultural development, the supporting role of rural economic growth has been gradually attached importance to, and its reform effect has a great impact on the economic development of Weifang. In the theoretical background, through the analysis and empirical research on the rural financial support and rural economy, this paper discusses the problems and the difficulties of the reform in Weifang rural finance, and analyzes the deep reasons. Finally, find out the effective financial support countermeasures. Therefore, the study of Weifang rural economic growth financial support, from the problem to find out the corresponding countermeasures. Better play the role of rural finance. At the same time, other cities in Shandong Province rural financial support countermeasures can also provide some reference. The main body of the paper includes six parts: introduction, the financial support theory foundation of rural economic development, Weifang rural economy and rural financial support status analysis, empirical research. Weifang City rural economic development of the financial support recommendations and conclusions. The first chapter introduces the background and significance of the thesis, summarizes the domestic and foreign literature from the two aspects of finance supporting economic development and the relationship between rural finance and economic development. Research ideas and methods. And possible innovations and shortcomings. The second chapter mainly introduces the theory of rural financial development and the ways to promote economic growth. The third chapter of Weifang City rural economy and rural financial support of the current situation analysis part, respectively, qualitative analysis of these two aspects. However, the consumption of urban and rural residents shows a trend of expansion. The proportion of financial expenditure to financial expenditure has declined in recent years. Chapter 4th empirical research part, according to the theoretical model, build Weifang rural economic development indicators and rural financial impact indicators, through the selection of data and indicators to deal with variables, and then empirical analysis. It is concluded that there is a long-term stable relationship between rural economic development and rural financial development in Weifang, and the causal relationship between rural economic development and various financial variables is further analyzed. The 5th part puts forward the financial support suggestions to promote the development of rural economy in Weifang. It mainly includes constructing multi-level rural financial market, standardizing and perfecting rural financial institutions and intermediaries; Expand the credit of financial institutions in rural areas, improve the efficiency of rural financial services; Improve and optimize the rural financial environment and other aspects. The conclusion of chapter 6th summarizes the main contents and conclusions of this paper, as well as the problems to be paid attention to in the next step.
