西安丝绸之路经济带区域性金融中心形成机理研究

【摘要】：丝绸之路经济带战略构想的提出和实施,为西安加快建设区域性金融中心提供了难得的发展机遇。随着中国经济持续三十多年的高速增长,经济实力和综合国力已今非昔比,中国在国际上的地位已经大大提升。中国又不失时机加快周边国家外交建设,取得了世人瞩目的新成绩,与丝绸之路经济带沿线各国关系得到进一步巩固和提升；人民币国际化进程的加快；“一带一路”对外开放战略的实施,加快了我国沿丝绸之路经济带向西开放的步伐；关中一天水经济区和西安国际化大都市建设的深入进行,都为把西安建设成为丝绸之路经济带区域性金融中心的目标提供了有利的条件。西安建设丝绸之路经济带区域性金融中心这一目标如何达成,是本文致力于研究的问题。本文通过梳理相关的金融中心研究文献,从金融发展与经济增长相互促进的宏观角度和金融产业在某一地理空间区域集聚的微观角度,构建了区域性金融中心形成机理的理论模型,并通过若干典型的国际性与区域性金融中心的例证对理论模型进行了进一步的阐发和说明。在此基础上,本文通过比较西安与丝绸之路经济带沿线主要城市在经济和金融等方面的优势和劣势,并结合西安建设区域性金融中心的实践经验,论证了西安建设丝绸之路经济带区域性金融中心的可行性。最后,本文在理论和实际分析的基础上,给出了西安建设丝绸之路经济带区域性金融中心的若干对策,主要包括加快西安金融基础设施建设,营造良好金融生态,吸引和培养金融、法律、会计、咨询等相关高端专业人才,加快金融创新,注重具有区域优势特色的金融市场建设(如科技金融、能源金融、文化金融等),充分利用和发挥互联网金融作用,构建多层次资本市场等建议。
[Abstract]:The strategic conception of the Silk Road Economic Belt has provided a rare opportunity for Xi'an to speed up the construction of regional financial center. With the rapid growth of China's economy for more than 30 years. China's economic strength and overall national strength have now changed, and China's position in the international arena has been greatly enhanced. China has also lost no time in speeding up the diplomatic construction of its neighboring countries and has made new achievements that have attracted the attention of the world. The relationship with the countries along the Silk Road Economic Belt has been further consolidated and promoted; The acceleration of RMB internationalization process; The implementation of "Belt and Road" strategy of opening to the outside world quickened the pace of our country's opening to the west along the Silk Road economic belt. Guanzhong Tianshui Economic Zone and Xi'an International Metropolitan Construction in depth. Both of them have provided favorable conditions for the construction of Xi'an as a regional financial center of the Silk Road Economic Belt, and how to achieve the goal of constructing a regional financial center of the Silk Road Economic Belt in Xi'an. This article is devoted to the study of the problem. This paper through the review of the relevant financial center research literature. From the macro perspective of mutual promotion of financial development and economic growth and the micro perspective of financial industry agglomeration in a geographical region, the theoretical model of the formation mechanism of regional financial center is constructed. And through a number of typical examples of international and regional financial centers to further explain the theoretical model. On this basis. This paper compares the advantages and disadvantages of the main cities along Xi'an and Silk Road economic belt in economic and financial aspects, and combines the practical experience of Xi'an in building regional financial center. The feasibility of constructing the regional financial center of the Silk Road Economic Belt in Xi'an is demonstrated. Finally, this paper is based on the theoretical and practical analysis. This paper puts forward some countermeasures for Xi'an to build a regional financial center along the Silk Road economic belt, including speeding up the construction of Xi'an financial infrastructure, creating a good financial ecology, attracting and cultivating finance, law and accounting. Consulting and other relevant high-end professionals, accelerate financial innovation, pay attention to the construction of financial markets with regional advantages (such as science and technology finance, energy finance, cultural finance, etc.), make full use of and give full play to the role of Internet finance. Construction of multi-level capital market and other suggestions.
