城镇化背景下河南省农村金融改革路径

【摘要】：城镇化建设是统筹城乡发展的关键举措，也是解决困扰我省经济社会健康发展的“三农”问题和“二元结构”问题的根本手段，对于实现与工业化的良性互动、与农业现代化的相互促进和协调发展、加快转变经济发展方式等都具有不可估量的重要意义。根据我省“十二五”规划的初步设想，全省城镇化率将在2015年达到48%左右，全省城镇化率的提高会带来基础设施建设、公共服务供给以及农村劳动力转移等多方面的资金需求压力；农村金融行业应充分发挥其资金融通功能，全力推动城镇化发展进程。但由于我省农村和城镇区域投融资机制不健全、金融支持相对缺失、相关金融制度落后等现实，我省城镇化进程将面临严重的资金制约问题。因此,当务之急是构建和完善农村金融服务体系，全面推进城镇化建设。本文共分为五个部分。第一部分为绪论，主要介绍了本文的研究背景、国内外研究现状和研究意义，介绍了本文的研究思路和研究方法；第二部分是文章的理论基础，介绍了农村城镇化的内涵和农村金融发展理论，分析了农村金融发展和农村城镇化之间的互动机制；第三部分着重从供给和需求角度分析农村金融各个主体的行为特征，研究我省在城镇化建设过程中农村金融所面临的主要问题以及产生的原因；第四部分介绍了有代表的发达国家（美国、德国）和发展中国家（印度、孟加拉国）的农村金融模式，并从中得出适合我国农村金融改革的经验启示。第五部分针对我省农村金融出现的问题，坚持农村商业性金融为主的发展思路，着力于宏观层面的外部环境和农村金融体系改革，以及微观层面农村融资模式的创新设置等，从根本上解决农村金融抑制、农村金融市场效率低、体系不健全及相关制度不完善等问题，提高我省农村金融的改革绩效，，构建普惠金融体系，加速城镇化发展进程。
[Abstract]:Urbanization construction is a key measure to coordinate the development of urban and rural areas, and a fundamental means to solve the problems of "agriculture, countryside and farmers" and "dual structure", which puzzles the healthy development of economy and society in our province. It is a positive interaction between urbanization and industrialization. It is of great significance to promote and coordinate the development of agricultural modernization and accelerate the transformation of economic development mode. According to the preliminary plan of the 12th Five-Year Plan of our province, the urbanization rate of the whole province will reach about 48% in 2015, and the increase of urbanization rate of the province will bring about the construction of infrastructure. The supply of public services and the transfer of rural labor force and other aspects of capital demand pressure; The rural financial industry should give full play to its function of financing and promote the development of urbanization. However, due to the imperfect investment and financing mechanism in rural and urban areas of our province, financial support is relatively lacking. The related financial system is backward and so on, the urbanization process of our province will face the serious fund restriction problem, therefore, the urgent task is to construct and perfect the rural financial service system and promote the urbanization construction in an all-round way. This paper is divided into five parts. The first part is the introduction, mainly introduces the research background, domestic and foreign research status and research significance, introduces the research ideas and methods of this paper; The second part is the theoretical basis of the article, introduced the connotation of rural urbanization and rural financial development theory, and analyzed the interactive mechanism between rural financial development and rural urbanization; The third part focuses on the analysis of the behavior characteristics of each main body of rural finance from the point of view of supply and demand, and studies the main problems and causes of rural finance in the process of urbanization construction in our province. Part 4th introduces the rural financial models of representative developed countries (USA, Germany) and developing countries (India, Bangladesh). From the experience and enlightenment of the rural financial reform in China. 5th part of the rural finance problems in our province, adhere to the development of rural commercial finance mainly thinking. Focusing on the macro level of the external environment and rural financial system reform, as well as the micro-level of rural financing model innovation, such as the fundamental solution to rural financial repression, rural financial market efficiency is low. In order to improve the reform performance of rural finance, construct inclusive financial system and accelerate the development of urbanization, the system is not perfect and the related system is not perfect.
