云南民族自治地方金融排斥及其治理政策研究

【摘要】：金融排斥治理政策是对现实经济发展中金融排斥态势的一种纠偏,民族自治地方应成为金融排斥治理政策最大受益者和重点关注对象,研究民族自治地方金融排斥的治理路径及其治理政策是治理其金融排斥的有效手段。本论文以马克思主义民族政策理论、发展经济学、金融发展理论、区域经济学、经济地理学和边疆经济学理论等多学科理论为基础,试图构建一个评价民族自治地方金融排斥态势的指标体系和案例模式；同时分析民族自治地方金融排斥治理路径及其治理政策；以云南民族自治地方为研究对象,在“桥头堡”战略的背景下,用实地考察调研的方式深入分析各民族自治地方的具体金融排斥态势和金融排斥治理实现路径,结合该领域相关前沿研究方法和计量分析模型,实证分析云南民族自治地方的金融排斥指标和案例,以此探究最适宜的民族自治地方金融排斥治理路径,从而为云南民族自治地方实现金融资源的有效配置,达到金融“普惠性”目标功能和地区金融体系的“包容性”发展提供一定的政策建议。论文在理论综述部分概括研究了本论文的理论基点——分析了金融排斥及其治理理论和研究文献,分析综述了云南民族地区金融发展和金融普惠的相关理论成果。按照本论文研究问题的逻辑,为论文研究积奠了理论基础。进而,在相关理论分析的基础上,本文构建了研究的背景框架：云南民族自治地方金融发展、金融生态及其经济金融政策实践与效应,起到承上启下的作用,既理清了全文研究的整体思路,也是本文理论推演和实证研究的依据所在。在研究的主体部分,以背景框架为基础,论文规范的、开创性的构建了云南民族自治地方金融排斥评价体系。首先,按照民族自治地方金融排斥的界定、民族自治地方金融排斥的影响因素、民族自治地方金融排斥指标评价体系和民族自治地方金融排斥案例评价模式四个层次构建全面评价民族自治地方金融排斥态势的研究框架。论文的实证研究部分运用已经构建的评价体系对云南民族自治地方金融排斥指标评价体系进行了验证。其次,论文从云南民族自治地方金融体系实际发展状况,运用田野调查等方法,设计了三大类共计44个指标,深入各个云南民族自治地方的村落,取得了将近5万个一手调研数据,详尽的分析和评价了云南八大民族自治州的金融排斥案例模式。为了研究金融排斥的治理,论文首先实证分析了云南民族自治地方的金融排斥效应；进而介绍了国内外金融排斥治理的实践发展；最后结合云南各民族自治地方自身实际情况,从外部环境营造、市场主体培育和金融商品创新三个层面,对金融排斥治理路径进行了分析,给出了具体的云南民族自治地方金融排斥治理政策建议。
[Abstract]:The governance policy of financial exclusion is a correction to the situation of financial exclusion in the development of real economy. National autonomous areas should become the biggest beneficiaries and focus of attention to the governance policy of financial exclusion. It is an effective measure to study the governance path and policy of financial exclusion in ethnic autonomous areas. This paper uses Marxist national policy theory, development economics, financial development theory, regional economics, Based on the theories of economic geography and frontier economics, this paper tries to construct an index system and a case model to evaluate the situation of financial exclusion in ethnic autonomous areas. At the same time, it analyzes the governance path of financial exclusion in ethnic autonomous areas and its governance policies, taking Yunnan ethnic autonomous areas as the research object, under the background of the "bridgehead" strategy, With the method of on-the-spot investigation and investigation, the paper deeply analyzes the specific situation of financial exclusion and the realization path of financial exclusion governance in various ethnic autonomous areas, and combines the relevant frontier research methods and econometric analysis models in this field. This paper analyzes the financial exclusion indexes and cases of Yunnan ethnic autonomous areas, and probes into the most suitable governance path of financial exclusion in Yunnan ethnic autonomous areas, so as to realize the effective allocation of financial resources for Yunnan ethnic autonomous areas. To achieve the goal of financial inclusion and regional financial system of inclusive development to provide some policy recommendations. In the part of theoretical summary, the thesis summarizes the theoretical basis of this thesis-analyzes the theory and research literature of financial exclusion and its governance. This paper analyzes and summarizes the relevant theoretical achievements of financial development and financial inclusion in ethnic minority areas of Yunnan Province. According to the logic of the research in this paper, it lays a theoretical foundation for the research of this paper. Then, on the basis of relevant theoretical analysis, this paper constructs the background frame of the research: financial development, financial ecology and its economic and financial policy practice and effect in Yunnan ethnic autonomous areas, which play the role of connecting the preceding and the following. It not only clarifies the whole train of thought, but also is the basis of theoretical deduction and empirical research. In the main part of the study, based on the background framework, the paper constructs the evaluation system of financial exclusion in Yunnan ethnic autonomous areas. First, according to the definition of financial exclusion in ethnic autonomous areas, The factors affecting financial exclusion in ethnic autonomous areas, the evaluation system of financial exclusion index in ethnic autonomous areas and the evaluation model of financial exclusion cases in ethnic autonomous areas are four levels to construct a research framework for the overall evaluation of the situation of financial exclusion in ethnic autonomous areas. In the part of the empirical research, the author verifies the evaluation system of the financial exclusion index in Yunnan ethnic autonomous areas by using the evaluation system that has been constructed. Secondly, the paper analyzes the actual development of the financial system in Yunnan ethnic autonomous areas. Using field investigation and other methods, three categories of 44 indexes were designed to go deep into villages in various ethnic autonomous areas of Yunnan, and nearly 50,000 primary survey data were obtained. Detailed analysis and evaluation of Yunnan eight major ethnic autonomous prefectures financial exclusion case model. In order to study the governance of financial exclusion, the paper first empirically analyzes the financial exclusion effect in Yunnan ethnic autonomous areas, and then introduces the practice and development of financial exclusion governance at home and abroad. Finally, according to the actual situation of each ethnic autonomous area in Yunnan, the paper analyzes the governance path of financial exclusion from three aspects of external environment construction, market main body cultivation and financial commodity innovation. This paper gives specific policy recommendations on financial exclusion in Yunnan ethnic autonomous areas.
