武陵山区金融减贫现状、问题及政策建议

【摘要】：武陵山区是我国内陆面积最大的少数民族聚居区，它地处我国中西部接合地带，这里自然资源丰富，少数民族人口众多，民族文化厚重，在我国经济社会发展的大局中有着举足轻重的战略地位。但是，由于其地理、历史、自然环境等因素的限制，武陵山区经济发展较慢，是我国内陆最大的贫困区域。贫困一直制约着武陵山区的发展，因此如何有效开展武陵山区减贫工作是当地政府考虑的重点。金融是现代经济的核心，经济的发展离不开金融的发展，，金融减贫已经逐步受到了世界各国政府的认可和重视。武陵山区由于经济发展落后导致了金融改革滞后，金融体系不完善以及金融机构服务能力不足，而这些不足又反作用于当地经济，阻碍了经济的发展，降低了金融减贫的效果。因此，如何有效的改善武陵山区金融环境，最大限度的实现金融减贫效果是当地政府和金融部门的责任。本文采取理论研究与实地调查的方法，通过研究武陵山区金融减贫的实施现状和效果，指出了当地金融减贫体系存在的问题，从而提出对应的建议。本文从金融减贫理论根据出发，介绍了金融发展与经济增长、关于对贫困人口的金融扶持等相关理论，并通过金融减贫的特征以及国外成功的实践经验，指出了金融减贫的思路和实施手段。然后，又以武陵山区金融机构的实际情况作为切入点，详细介绍了正规金融部门、非正规金融部门、农业保险体系在该地区减贫工作的实施情况。肯定了金融减贫的效果。金融减贫不仅减少了贫困人口，促进了产业发展，改善了基础设施，还扶持了龙头企业，带动企业的发展。金融减贫虽然对武陵山区贫困人口提高经济收入，摆脱贫困有着重要的作用，但是在该地区存在着金融减贫实施条件不足，金融改革滞后，金融服务和金融产品缺乏创新等问题，这些问题严重阻碍了金融减贫效用的发挥。针对这些问题，本文最后提出了一些完善建议，希望能进一步发挥金融减贫的效应。
[Abstract]:The Wuling Mountain area is the largest inhabited area of ethnic minorities in the interior of China. It is located in the central and western areas of China. It is rich in natural resources, has a large minority population, and is rich in national culture. Wuling Mountain area has a significant strategic position in the overall economic and social development of our country. However, due to its geographical, historical, natural environment and other factors, the economic development of Wuling Mountain area is relatively slow. It is the largest poverty area in the interior of China. Poverty has been restricting the development of Wuling Mountain area. Therefore, how to effectively carry out the work of reducing poverty in Wuling Mountain region is the focus of the local government's consideration. Finance is the core of the modern economy. Economic development is inseparable from the development of finance, and financial poverty reduction has gradually been recognized and valued by governments around the world. Wuling Mountain region has lagged behind in financial reform because of its backward economic development. The imperfect financial system and inadequate service capacity of financial institutions, which counteract the local economy, hinder economic development and reduce the effect of financial poverty reduction. Therefore, how to effectively improve the financial environment of Wuling Mountain region, It is the responsibility of the local government and financial sector to maximize the effect of financial poverty reduction. The problems of local financial poverty reduction system are pointed out, and corresponding suggestions are put forward. Based on the theoretical basis of financial poverty reduction, this paper introduces the relevant theories of financial development and economic growth, financial support to the poor, and through the characteristics of financial poverty reduction and the successful practical experience of foreign countries. It points out the ideas and means of implementing financial poverty reduction. Then, taking the actual situation of financial institutions in Wuling Mountain area as the starting point, it introduces in detail the formal financial sector and the informal financial sector. The implementation of the agricultural insurance system in poverty reduction in the region has confirmed the effect of financial poverty reduction. Financial poverty reduction has not only reduced the number of poor people, promoted industrial development, improved infrastructure, but also supported leading enterprises. Drive the development of enterprises. Although financial poverty reduction plays an important role in raising economic income and getting rid of poverty among poor people in Wuling Mountain region, there are insufficient conditions for the implementation of financial poverty reduction in the region, and the financial reform is lagging behind. The lack of innovation in financial services and financial products has seriously hindered the effectiveness of financial poverty reduction. In view of these problems, this paper finally puts forward some suggestions to improve the effectiveness of financial poverty reduction in the hope of further exerting the effect of financial poverty reduction.
