完善加速两岸经贸发展的货币清算机制的研究

【摘要】：两岸经济合作框架协议(ECFA)于2010年9月12日正式实施以来,两岸之间的贸易、投资总量呈现了飞跃式增长,人员往来日益密切,交流的领域也逐渐拓宽。在两岸间经贸关系日趋紧密、资金流动规模不断扩大的背景下,两岸货币清算机制终于在2013年2月6日实质运作,两岸正式实现“货币直航”。两岸货币清算机制的建立,不仅是两岸经贸发展的必然结果,而且是区域经济—体化、经济全球化的必然趋势,同时也是加速两岸经贸发展的催化剂。它一方面能降低两岸经贸往来借助第三国货币结算时面临的汇率风险,另一方面还能降低两岸经贸往来面临两次货币兑换时的结算成本、换汇成本与时间成本。然而,由于两岸货币清算机制的建立时间尚短,在实质运作过程中仍然存在一些问题,需要去进一步完善,以确保两岸货币清算机制的稳健运行,使其更好的服务于两岸经贸的发展。鉴于此,本文以完善两岸货币清算机制为目的进行系统性研究。首先,本文梳理货币清算与货币清算机制、汇率风险与交易成本、区域经济一体化与自由贸易园区、主权货币及金融发展等理论,为文章的研究与政策建议奠定理论基础；其次,本文从两岸贸易往来(货物贸易与服务贸易)、两岸投资往来及两岸人员往来三个方面,阐述了两岸经贸的发展历程；第三,本文详细介绍了两岸货币清算机制的建立及其对两岸经贸的影响,从两岸货币清算机制的建立背景、两岸货币清算协议的签署历程以及两岸货币清算业务的发展状况三个方面,分析了两岸货币清算机制建立的相关内容,同时针对两岸货币清算机制的建立对两岸经贸发展的影响方面进行了理论分析与实证检验,得出两岸货币清算机制的建立对两岸的经贸发展有促进加速作用；第四,本文指出了当前两岸货币清算机制面临的问题；第五,本文以香港人民币清算和新加坡人民币业务的经验作为借鉴,并结合上文分析的当前两岸货币清算机制存在的问题,为使两岸货币清算机制的进一步完善,提出了建立两岸汇率形成机制、建立两岸人民币回流机制、开放相关金融业务以及加强与完善两岸货币清算监管机制等政策建议。
[Abstract]:Since the formal implementation of the Framework Agreement on Economic Cooperation between the two sides of the Taiwan Strait on September 12th 2010, the total volume of trade and investment between the two sides has increased by leaps and bounds, and personnel exchanges have become increasingly close. The areas of exchange have also gradually widened. Against the background of increasingly close economic and trade relations between the two sides of the strait and the continuous expansion of the scale of capital flows, the cross-strait currency clearing mechanism finally operated in substance on February 6th 2013. The establishment of the cross-strait currency clearing mechanism is not only an inevitable result of cross-strait economic and trade development, but also an inevitable trend of regional economy-materialization and economic globalization. At the same time, it is also a catalyst for accelerating cross-strait economic and trade development. On the one hand, it can reduce the exchange rate risk that cross-strait economic and trade exchanges face when settling with the currency of a third country; on the other hand, it can also reduce the settlement costs of cross-strait economic and trade exchanges when they face two currency conversions. Exchange costs and time costs. However, due to the short time for the establishment of the cross-strait currency clearing mechanism, there are still some problems in the actual operation process, which need to be further improved in order to ensure the sound operation of the cross-strait currency clearing mechanism. The purpose of this paper is to improve the mechanism of currency clearing on both sides of the strait. Firstly, this paper combs the mechanism of currency clearing and currency clearing, exchange rate risk and transaction cost. The theories of regional economic integration and free trade zone, sovereign currency and financial development, etc., lay the theoretical foundation for the research and policy suggestion of the article. Secondly, This paper expounds the course of cross-strait economic and trade development from three aspects: trade in goods and services, investment between the two sides of the strait and personnel exchanges between the two sides of the strait. This paper introduces in detail the establishment of cross-strait currency settlement mechanism and its influence on cross-strait economy and trade, including the background of the establishment of cross-strait currency settlement mechanism, the signing process of cross-strait currency settlement agreement and the development of cross-strait currency clearing business. This paper analyzes the relevant contents of the establishment of cross-strait currency clearing mechanism, and carries out theoretical analysis and empirical test on the impact of the establishment of cross-strait currency clearing mechanism on cross-strait economic and trade development. It is concluded that the establishment of cross-strait currency clearing mechanism will accelerate the development of cross-strait economy and trade; 4th, this paper points out the problems facing the current cross-strait currency settlement mechanism; 5th, Based on the experience of RMB liquidation in Hong Kong and RMB business in Singapore, and in combination with the problems existing in the current cross-strait currency clearing mechanism analyzed above, this paper aims to further improve the currency clearing mechanism on both sides of the strait. The paper puts forward some policy suggestions such as establishing the mechanism of exchange rate formation, establishing the mechanism of RMB return, opening up relevant financial business and strengthening and perfecting the supervision mechanism of currency clearing on both sides of the strait.
