天津东疆港航空租赁基地建设研究

【摘要】：金融租赁作为中国新经济时代下,银行信贷和证券市场之外的又一重要融资渠道,发展势头迅猛,已成为拓展银企间深度合作,共建金融风险防控体系的一大热点。它的健康发展,对我国新兴金融衍生产品实施科学的项目管理,提升资本信用质量和便捷服务,具有重要意义。天津作为中国北方金融中心,金融租赁业的发展早已走在全国前列。2013年上半年在津的金融租赁项目金额总量达到全国的1/4,总部设在天津的各类金融租赁公司已达300余家,业务范围不仅涉及飞机、船舶、大型生产线等传统金融租赁项目,而且还朝着接近民生的更高产业链方向发展。这其中,特别是以天津东疆港保税区为代表的航空金融租赁板块,已逐步成为中国金融租赁行业中的翘楚。本文的选题及立项均是出于对设立天津东疆港航空金融租赁基地的良好初衷和可行分析,所作出的相关阐述,不仅可以加强并丰富我国金融租赁项目在经济管理理论上的研究,而且还能大大提高对航空金融租赁业的实际操控和监管指导,为进一步完善我国金融租赁业的发展做出积极的探索与实践。本文依托天津金融租赁行业所展现出来的井喷式发展优势,将金融租赁的理论基础和实践状况进行综述,创新性地提出建设天津东疆港航空金融租赁基地的构想,依靠专业分析工具,建立市场模型,对立项进行可行性分析,一方面从市场预测、政策法律、京津冀一体化、竞争程度等外部环境因素进行综合分析;另一方面从天津滨海新区的区域定位、政策优势、租赁行业发展现状,以及资金、人才配备等内部因素进行实力分析,从提高航空金融租赁业基地建设的成熟程度出发,提出具体设想和框架,并结合对未来行业发展的预期展望,再次确立“建设天津东疆港航空金融租赁基地大有可为”的论点主张与构思。
[Abstract]:As an important financing channel besides bank credit and securities market in the new economic era of China, financial leasing has developed rapidly and has become a deep cooperation between banks and enterprises. Build a hot spot in the financial risk prevention and control system. With its healthy development, it carries out scientific project management to China's emerging financial derivatives, improves the quality of capital credit and provides convenient services. Tianjin as a financial center in northern China, The development of the financial leasing industry has long been in the forefront of the country. In 2013, the total amount of financial leasing projects in Tianjin reached a quarter of the national total. More than 300 financial leasing companies have been headquartered in Tianjin. The business scope involves not only aircraft and ships, Traditional financial leasing projects, such as large production lines, are also moving towards a higher industrial chain close to the people's livelihood. Among them, the aviation financial leasing sector, represented by the Tianjin Dongjiang Port Free Trade Zone, Has gradually become a leader in the financial leasing industry in China. The topic and project of this paper are based on the good original intention and feasible analysis of the establishment of Tianjin Dongjiang Port Aviation Finance Lease Base. It can not only strengthen and enrich the research on economic management theory of financial leasing projects in China, but also greatly improve the actual control and supervision guidance to aviation financial leasing industry. In order to further improve the development of financial leasing industry in China to make positive exploration and practice. Based on the blowout development advantage of Tianjin financial leasing industry, this paper summarizes the theoretical basis and practical status of financial leasing. Innovatively put forward the idea of building Tianjin Dongjiang port aviation financial leasing base, rely on professional analysis tools, establish market model, carry on feasibility analysis to project, on the one hand, from market forecast, policy and law, integration of Beijing, Tianjin and Hebei, On the other hand, from the regional positioning of Tianjin Binhai New area, the advantages of policy, the current situation of leasing industry, and the internal factors, such as capital, talent allocation, etc., the strength of Tianjin Binhai New area has been analyzed by the comprehensive analysis of external environmental factors, such as the degree of competition. In order to improve the maturity of the aviation finance leasing industry base construction, this paper puts forward the concrete ideas and framework, and combines with the prospect of the future industry development. Once again establish the "Tianjin Dongjiang port aviation financial leasing base can be done" argument and ideas.
