河南省各地市利用外资的影响因素研究

【摘要】：随着经济全球化过程的逐年推进，世界经济的相互依赖性不断加强，经济合作更加密切。在全球经济一体化的今天，，外国直接投资在其中所起的作用越来越大，已经成为促进全球经济增长的重要因素之一。国内外不少专家学者都在其研究中论证了外商直接投资与东道国经济增长的关系，他们普遍认为外商直接投资对东道国的经济发展有促进作用。随着我国引进外资规模的扩大，外商直接投资在国民经济中的作用也日渐凸显出来，成为促进我国经济持续快速平稳发展和社会稳步前进的重要力量。伴随着我国融入世界经济体系的步伐，我国通过采取各种措施大力吸引外资，并成为世界上利用外资最多的国家之一。自改革开放以来，河南省积极采取各种措施吸收利用外商直接投资，根据省委省政府的投资促进计划，以及河南省招商引资的需要，郑州、安阳、洛阳、南阳以及新乡等地区纷纷设立了国家高新技术产业开发区，成为高新技术产业的发展基地和自主创新的重要载体，也是经济快速发展的重要平台，河南省投资环境以及各产业区建设的完善，使得河南省实际利用外商直接投资的水平不断提高。外商投资企业的进入，可以激励本土企业加强竞争意识，为企业间的竞争营造良好环境，也能够促使河南省企业的管理理念和管理制度与国际企业接轨，对河南省产业结构的调整升级和经济健康发展有着不可替代的作用。河南省的经济发展长期以来呈现快速增长态势，这与利用外资息息相关。利用外资不仅作为资本积累的一部分直接促进经济的发展，其外溢效应也是河南省技术进步和创新的重要推动力。近些年来河南省各地市外商投资企业的进入不仅有效弥补了基础设施投资的资金缺口，还带来了高新技术设备、资金以及先进的管理模式，在促进河南省基础设施建设的同时，还推动了全省产品结构和产业结构的调整与升级。此外，外商投资企业的进入可以带来大量的就业岗位，而且其缴纳的税金也构成了河南省地方政府财政收入的重要组成部分。河南省地处中部，是典型的内陆省份，其经济开放水平相对于东部沿海城市比较落后，外商直接投资对经济发展的带动能力较弱。除却这些因素之外，河南省各地市实际利用外资过程中也存在一些问题，如实际利用外资规模的地区之间差别很大，实际利用外资的来源地具有局限性，各地市在利用外资方面存在重视引进数量而轻视引进质量以及外资进入本地区之后存在一些管理问题等等，这些问题都在一定程度上制约了外商直接投资在河南省的发展程度。本文研究对象是河南省各地市利用外资的影响因素，笔者阅读了大量与利用外资有关的文献资料，并以此作为理论基础，对河南省各地市实际利用外资的状况进行研究。首先通过对河南省利用外资的历程及现状进行回顾，说明河南省利用外资对经济的促进作用以及其实际利用外资方面存在的问题。其次，本文通过对河南省各地市2003年至2012年间的统计数据进行收集并构建面板数据模型，对数据进行数据处理，从而对影响河南省各地市利用外资的因素进行探究。本文主要以以下几方面因素为切入点，经济总量、地区开放水平、产业实力、劳动力成本、基础设施投资、政府效率以及政府对教育的重视程度，通过对各地市不同因素的对比，对河南省各地市近些年来利用外资的影响因素进行研究，在得出河南省各地市利用外资影响因素的实证分析结果之后，结合当前形势下河南省招商引资的引资策略，提出政策建议，促使河南省各地市拓宽利用外资的渠道和领域，发展适合本地区的支柱产业并形成产业集群，从而推动本地区的经济增长。

The economic development of Henan province has showed rapid growth, which is closely related to the use of foreign capital. The research object of this paper is the influence factors of Henan province with the use of foreign capital, the author read a large number of foreign capital and materials related, and as a theoretical basis, research around the city of Henan Province in the actual use of foreign capital. The history and current situation of Henan Province, the use of foreign capital to review, role description Henan Province, the use of foreign capital to the economy and the actual use of foreign capital problems.
