搬迁复垦的金融支持——以江苏省仪征市月塘镇为例

【摘要】：正随着中央2014年"1号文件"《关于全面深化农村改革加快推进农业现代化的若干意见》的出台,推进城镇化建设、深化农村土地改革,正成为各地区促进经济发展、改善农村生活质量的重要抓手。仪征市积极响应中央号召,规划建设农民集中居住区,一方面吸引农户搬迁入住,另一方面开展搬迁宅基地的复垦,不但改善了农民居住环境,同时也流转出大量的闲置土地。但在此过程中,各主体间也存在一定的摩擦与矛盾,如何有效缓解政策推进过程中各主体之间的利益冲突,是当前农村

Yizheng City has responded positively to the central government's call to plan and build a concentrated residential area for farmers, which on the one hand will attract farmers to move in, and on the other hand, will carry out the reclamation of moving homestead, which not only improves the living environment of farmers, but also improves the living environment of farmers. At the same time, a large amount of idle land is also circulating. However, in this process, there are also some frictions and contradictions among the main bodies. How to effectively alleviate the conflicts of interest among the main bodies in the process of policy advancement is the current rural area.
