【摘要】：近年来,随着农村经济的迅猛发展,农村金融市场越来越不适应经济发展的各项要求,成为了制约农村经济发展的一个较重要因素。泰安市不仅要大力发展旅游业、工业,更要发挥好农村金融市场对当地经济发展的推动作用。所以加强对农村金融市场的研究和分析,找出其特点和存在的问题,探索农村金融市场改革的途径和对策,是摆在我们面前的一个紧迫任务。该论文以山东省泰安市农村金融为研究对象,总共分为六个部分:第一部分介绍本文的研究背景及研究对象,分析了国内外农村金融的研究现状以及本文的创新及不足之处。第二部分介绍农村金融研究的理论基础。第三部分分析泰安农村金融的发展现状,研究表明,泰安市农村金融发展规模不断扩大,农村金融体系不断完善,农村金融服务不断提高,农村贷款种类不断增多,农民专业合作社规模不断扩大,农村保险不断得到发展。第四部分分析泰安农村金融发展存在的突出问题及原因,研究表明,泰安市农村金融发展存在的主要问题是资金供给不足、网点覆盖率低,金融体系不健全、市场竞争不充分,涉农金融机构业务创新积极性不高、金融基础设施使用率低,专业合作社在一定程度上已不可或缺、但未获得合法经营地位,支农贷款设置不合理、造成人为贷款逾期,担保模式单一、保险与再保险发展缓慢。原因是贷款资金成本较高、盈利难度相对较大,农村金融市场缺陷、资金供不应求,民间金融超范围融资、社会影响不断加剧,相关配套措施不完善。第五部分分别介绍国内外农村金融先进经验并予以借鉴;最后一部分从前文的分析提出了促进泰安市农村金融发展的对策,包括建设与创新正规农村金融体系,鼓励和支持新型农村金融机构的设立,面向农户的金融产品的开发和应用,建立农村保险市场机制、为农业投入提供补偿机制。
[Abstract]:In recent years, with the rapid development of the rural economy, the rural financial market is becoming more and more difficult to meet the requirements of the economic development. It has become an important factor restricting the development of the rural economy. Tai'an should not only develop the tourism industry, industry, but also play a good role in the promotion of the rural financial market to the local economic development. The research and analysis of rural financial market, find out its characteristics and existing problems, explore the ways and Countermeasures of rural financial market reform, which is an urgent task before us. The thesis takes the rural finance of Tai'an city of Shandong Province as the research object, which is divided into six parts: the first part introduces the research background and research of this article. The second part introduces the theoretical basis of rural financial research. The third part analyzes the development status of rural finance in Tai'an. The research shows that the scale of rural financial development in Tai'an is expanding, the rural financial system is perfected, and the rural financial services are being perfected. In the fourth part, the fourth part analyses the outstanding problems and causes of rural financial development in Tai'an. The research shows that the main problems of the rural financial development in Tai'an are the shortage of capital supply, the low network coverage rate and the financial body. It is not perfect, the market competition is inadequate, the business innovation enthusiasm of the agricultural financial institutions is not high, the utilization rate of the financial infrastructure is low, the professional cooperative is indispensable to some extent, but it has not obtained the legitimate business status, the support of the agricultural loans is unreasonable, resulting in the overdue period of human loans, the single guarantee mode and the slow development of insurance and reinsurance. Because of the high cost of loan funds, relatively large difficulty in profit, defects in the rural financial market, the shortage of funds, the ultra range financing of folk finance, the increasing social impact and incomplete related measures. The fifth part introduces the advanced experience of rural finance at home and abroad and draws lessons from it, and the last part puts forward the promotion from the previous analysis. The Countermeasures for the development of rural finance in Tai'an include the construction and innovation of the formal rural financial system, the establishment of new rural financial institutions, the development and application of financial products facing farmers, the establishment of rural insurance market mechanism, and the compensation mechanism for agricultural input.
