包头农村商业银行发展战略研究

【摘要】:回顾包头农商银行的发展历程,曾错失了农村信用社产权制度改革进程中的最佳时机,使市场化改革迟迟没有得到推进,影响了其发展规模和效率。随着包头农村商业银行于2014年5月9日正式挂牌开业,实现了农村信用联社向商业银行的成功转型,成为包头市首家农村商业银行。作为地方金融体系的重要组成部分、地方性商业银行的中坚力量,站在新的起点上,包头农村商业银行如何抢抓机遇,开拓创新,明确市场定位,规划发展战略,意义重大而深远。 当前,包头农村商业银行正处于我国经济增长速度的换挡期、结构调整的阵痛期、前期刺激政策的消化期三期叠加的重要历史时期,同时还处于全国利率市场化改革的前夜和包头市日趋激烈的市场竞争环境之中,站在了机遇与挑战并存的重要历史关头,包头农村商业银行目前所处的外部环境是包头农商银行发展几十年来改革风险最大、不确定性最大、发展前景极难预测、发展形势很不乐观的一种局面。尽管包头农村商业银行有着多年的人缘、地缘及亲缘优势,但是,这些优势是在长期垄断和专业化运营中形成的,而不是以组织变革和金融创新为支撑。因此,一旦垄断政策被打破,比如,在利率市场化全面推行,银行业兼并重组闸门彻底放开等情况下,这种竞争优势就会迅速丧失。因此从包头农村商业银行自身看,市场定位不够明确、市场战略针对性不强、产品开发能力严重不足、服务手段极其有限、服务特色不够鲜明、品牌影响微乎其微,人员素质结构与现代化农村商业银行的发展要求尚有一定差距。因此,包头农村商业银行如何制定发展战略,实现可持续发展,需要认真研究和探讨。本文将主要通过对外部宏观经济金融环境分析,总结市场外部环境的变化给包头农村商业银行带来的发展机会和威胁,对包头农村商业银行经营发展现状进行深入探索研究,找出发展具备的优势和劣势,从而明确包头农村商业银行的市场定位,中长期发展的战略目标和规划,要充分突出其自身特色,实施差异化经营,构筑发展战略,制定战略措施,培养核心竞争能力,提高包头农村商业银行在包头市的知名度和美誉度,努力打造一流的现代化商业银行。
[Abstract]:Looking back on the development course of Baotou Rural Commercial Bank, it has missed the best opportunity in the reform process of the property right system of rural credit cooperatives, so that the market-oriented reform has not been pushed forward, and the scale and efficiency of its development have been affected. With the opening of Baotou Rural Commercial Bank on May 9, 2014, the successful transformation from Rural Credit Union to Commercial Bank was realized, and it became the first rural commercial bank in Baotou City. As an important part of the local financial system, the backbone of the local commercial banks stands at a new starting point. How to seize the opportunities, open up and innovate, make clear the market position, and plan the development strategy for Baotou rural commercial banks, At present, Baotou Rural Commercial Bank is in the period of shifting the speed of economic growth, the painful period of structural adjustment, and the three superposition periods of pre-stimulus policy. At the same time, it is also in the market competition environment of Baotou city, which is the eve of the reform of national interest rate marketization, and stands at an important historical juncture of the coexistence of opportunities and challenges. The external environment of Baotou Rural Commercial Bank is that the reform of Baotou Rural Commercial Bank in recent decades has the greatest risk and uncertainty, the development prospect is very difficult to predict, and the development situation is not optimistic. Although Baotou Rural Commercial Bank has many years of popularity, geographical and kinship advantages, these advantages are formed in long-term monopoly and specialized operation, not supported by organizational change and financial innovation. Therefore, once the monopoly policy is broken, for example, when the interest rate marketization is carried out in an all-round way and the banking merger and reorganization gate is completely opened, this competitive advantage will be lost rapidly. Therefore, from the perspective of Baotou Rural Commercial Bank itself, the market positioning is not clear enough, the market strategy is not strong, the product development ability is seriously insufficient, the service means are extremely limited, the service characteristics are not clear enough, the brand influence is very little. There is still a certain gap between the personnel quality structure and the development requirements of modern rural commercial banks. Therefore, how to formulate development strategy and realize sustainable development in Baotou Rural Commercial Bank should be studied and discussed. Through the analysis of the external macroeconomic and financial environment, this paper summarizes the development opportunities and threats brought by the changes of the external market environment to the rural commercial banks in Baotou, and makes an in-depth exploration and study on the present situation of the management and development of the rural commercial banks in Baotou. To find out the advantages and disadvantages of the development, so as to make clear the market position of the rural commercial bank in Baotou, the strategic goal and plan for the medium and long term development, to fully highlight its own characteristics, to carry out the differentiated management, and to construct the development strategy. To develop strategic measures, cultivate core competitive ability, improve the popularity and reputation of Baotou Rural Commercial Bank in Baotou City, and strive to build first-class modern commercial banks.
