牡丹江地区新型城镇化基础设施建设融资问题研究

【摘要】:在大力发展新型城镇化这个大背景下,缺少资金尤其是基础设施建设资金,是制约地方政府加快推进新型城镇化进程的首要因素,也是目前我国地方政府面临的一个共性问题。本文以新型城镇化基础设施融资问题为切入口,以2014年国家出台《国家新型城镇化规划(2014—2020)》提出的“四化同步,城乡统筹和政府引导、市场主导”为原则,结合国家、省有关金融政策和金融部门的相关扶持政策,通过运用项目区分理论和新优序融资理论,结合牡丹江市新型城镇化基础设施融资的实际情况,采用规范分析与实证分析相结合、定量和定性相结合的方法,对发放的调查问卷及相关统计数据进行分析,对牡丹江市新型城镇化基础设施建设资金的需求现状和供给现状进行论述,阐明“十二五”期间牡丹江市新型城镇化基础设施融资的供求状况、供求关系,并对“十二五”期间牡丹江市新型城镇化基础设施融资的资金缺口情况加以分析。 针对牡丹江市“十二五”期间新型城镇化基础设施融资方面存在“资金供给不畅、城乡融资失调和缺乏风险预警等制度”三方面存在的问题,本文分析问题成因,并着重对城乡融资不平衡、制度建设这两个因素进行重点分析。结合国内外新型城镇化经验对牡丹江市新型城镇化基础设施融资的启示,提出了三个具体对策与建议:一是明确政府定位是统筹加引导,从定位上确定地方政府的引导作用和统筹功能;二是明确通过做大做优平台公司撬动社会资本;三是明确通过“三位一体”制度建设实现资金聚合效应,,通过制度建设为新型城镇化基础设施融资提供软环境的保障。本文不仅为牡丹江地区在“十二五”期间乃至今后一段时间内加快新型城镇化基础设施融资提供借鉴,同时试图从牡丹江市的个案中找到制约我国地方政府加快新型城镇化基础设施融资的共性问题和解决办法,为其他地方政府在新型城镇化基础设施融资方面提供借鉴。
[Abstract]:Under the background of vigorously developing new urbanization, the lack of funds, especially the funds for infrastructure construction, is the primary factor restricting local governments to speed up the process of new urbanization, and it is also a common problem that our local governments are facing at present. This article regards the financing problem of new urbanization infrastructure as the entry point, and combines the principle of "four modernizations synchronization, urban and rural overall planning and government guidance, market leading", which was put forward by the State in 2014, which was put forward by the National New urbanization Plan 2014-2020, combined with the state. By using the project differentiation theory and the new priority financing theory, combining the actual situation of new urbanization infrastructure financing in Mudanjiang City, the paper combines the normative analysis with the empirical analysis. Combining quantitative and qualitative methods, this paper analyzes the questionnaire and related statistical data, and discusses the demand and supply of new urbanization infrastructure construction funds in Mudanjiang. This paper expounds the supply and demand of new urbanization infrastructure financing in Mudanjiang City during the 12th Five-Year Plan period, and analyzes the financing gap of new urbanization infrastructure in Mudanjiang City during the 12th Five-Year Plan period. In view of the existing problems in the financing of new urbanization infrastructure in Mudanjiang City during the 12th Five-Year Plan period, such as the poor supply of funds, the imbalance of financing between urban and rural areas and the lack of risk warning system, this paper analyzes the causes of the problems. And focus on urban and rural financing imbalance, institutional construction of these two factors focus on analysis. Combined with the enlightenment of new urbanization experience at home and abroad to the financing of new urbanization infrastructure in Mudanjiang City, three specific countermeasures and suggestions are put forward: first, it is clear that the government's orientation is to be integrated and guided. To determine the guiding role and overall planning function of the local government from the orientation; second, to explicitly leverage social capital through the development of a larger and better platform company; and third, to clearly realize the effect of fund aggregation through the "trinity" system construction. Through the system construction to provide the soft environment guarantee for the new urbanization infrastructure financing. This paper not only provides a reference for the Mudanjiang region to speed up the financing of new urbanization infrastructure during the 12th Five-Year Plan period and even for some time to come. At the same time, this paper tries to find the common problems and solutions of restricting the local government to speed up the financing of new urbanization infrastructure from the case of Mudanjiang City, so as to provide reference for other local governments in the financing of new urbanization infrastructure.
