中国投资中东欧康斯坦察港的风险研究

【摘要】:2008年以来随着经济危机的深化,中东欧国家经济都受到了不同程度的影响,对外贸易和吸引外资程度下降,中东欧国家需要通过吸引投资来缓解经济上的困难。中国与中东欧有着长期经贸关系,双方相互直接投资有着良好的基础。中东欧国家也出台了相关的政策,引进中国投资基础设施建设。港口建设是国民经济基础设施建设中的重要组成部分。港口投资存在建设周期长,有一定风险性等特点,特别是投资海外港口,面临的风险更加多样化和复杂化。这些风险的存在可能导致港口投资的损失甚至失败,因此对海外港口投资进行风险性研究有现实的必要性。 本论文通过对已有理论和大量文献归纳分析研究的基础上,总结出海外港口投资的风险理论。对经济危机对中东欧经济贸易以及中东欧港口的影响进行了整理,并结合中东欧国家以及中国现有的政策,分析了中国对中东欧港口投资的现实可操作性和投资前景。介绍了中东欧国家罗马尼亚的港口-康斯坦察港的概况,分析其投资现状及投资前景,为投资康斯坦察港的风险识别与风险评价提供了背景支持。 对投资中东欧港口康斯坦察港进行风险分析。首先对投资该港口存在的各种风险进行识别,对不同风险影响因素进行了层次划分;其次,构建投资康斯坦察港的风险评价指标体系以及风险评价指标等级划分体系;然后,利用模糊综合评价模型进行定量分析,得出中国投资康斯坦察港属于较低风险,可以进行投资的结论。最后根据得出的结果从风险回避、风险转移、损失控制以及风险保留这四个方面提出针对投资康斯坦察港的风险控制措施。 目前,专家学者对投资海外港口的风险研究并不多见。首先,本论题的研究能够提出海外港口投资理论和海外港口投资风险分析模型;其次,投资海外港口的风险性研究能够为具体对策作出指导;最后,,参考本课题的结论有推广意义,可以推广到中国对海外投资的其他领域和其他项目中。
[Abstract]:With the deepening of the economic crisis since 2008, the economies of the central and eastern European countries have been affected to varying degrees, foreign trade and foreign investment have declined, central and eastern European countries need to attract investment to ease the economic difficulties. China has long-term economic and trade ties with Central and Eastern Europe, and the two sides have a good basis for mutual direct investment. Central and Eastern European countries have also introduced relevant policies to introduce Chinese investment in infrastructure construction. Port construction is an important part of national economic infrastructure construction. Port investment has the characteristics of long construction period and certain risks. Especially, the risks faced by overseas ports are more diversified and complicated. The existence of these risks may lead to the loss or even failure of port investment, so it is necessary to study the risk of overseas port investment. This paper sums up the risk theory of overseas port investment on the basis of analyzing and analyzing the existing theories and a lot of literatures. In this paper, the influence of economic crisis on economic and trade in Central and Eastern Europe and the port of Central and Eastern Europe is sorted out, and the practical feasibility and investment prospect of China's investment in ports in Central and Eastern Europe are analyzed in combination with the existing policies of Central and Eastern European countries and China. This paper introduces the general situation of Constanta port in Romania in central and eastern Europe, analyzes its present investment situation and investment prospect, and provides background support for risk identification and risk evaluation of Constanta port investment. Carry on risk analysis to invest in Constanta port of central and eastern Europe. First of all, it identifies the various risks existing in the port, and divides the different risk factors into different levels. Secondly, the risk evaluation index system and the risk evaluation index grade classification system of the investment Constanta port are constructed. The fuzzy comprehensive evaluation model is used to make quantitative analysis and the conclusion is drawn that China's investment in Constanta port is of low risk and can be invested. Finally, according to the results obtained from the four aspects of risk avoidance, risk transfer, loss control and risk retention, the risk control measures for investment in Constanta port are put forward. At present, experts and scholars to invest overseas port risk research is rare. First of all, this thesis can put forward the overseas port investment theory and overseas port investment risk analysis model; secondly, the risk research of overseas port investment can provide guidance for specific countermeasures; finally, Referring to the conclusion of this paper, it can be extended to other fields and projects of China's overseas investment.
