福建省农村金融资源配置效率研究

【摘要】：农村金融资源及其配置效率是农业现代化发展的关键问题。在市场经济条件下,我国政府对“三农”问题高度重视,农村金融改革不断推进,农村金融资源配置效率不断提高,并推动了农业和农村经济的发展。由于各地农村经济发展不一样,农村金融资源的配置效率也不同。福建省虽然是经济较发达的地区,但由于农村传统的农业特征相对明显,农村微观主体融资不畅,金融支持不足等问题的存在,使得福建农村金融资源配置效率出现弱化的现象。因此完善福建农村金融资源配置机制、提高配置效率,对提升福建农业综合生产能力,建设社会主义新农村和实现农业现代化具有重要意义。本文以资源配置效率理论为基础,运用现代农村金融效率理论,借鉴国内外学者关于金融资源配置效率的研究成果,主要从以下几方面进行阐述:第一,主要运用金融资源配置效率理论分析福建省农村金融资源形成与发展;第二,福建省农村金融资源配置的现状分析;第三,通过构建DEA重点对福建省农村金融资源配置状况的实证分析;第四,着重分析福建省农村金融资源配置效率的制约因素;第五,提出优化农村金融资源配置的总体思路及对策。
[Abstract]:Rural financial resources and their allocation efficiency are the key issues in the development of agricultural modernization. Under the condition of market economy, our government attaches great importance to the problem of "agriculture, countryside and farmers", the reform of rural finance is advancing continuously, the efficiency of allocation of rural financial resources has been improved constantly, and the development of agriculture and rural economy has been promoted. Due to different rural economic development, the allocation efficiency of rural financial resources is also different. Although Fujian Province is an economically developed region, due to the relatively obvious rural traditional agricultural characteristics, the financing of the rural micro-main body is not smooth, and the financial support is insufficient, etc. Make Fujian rural financial resources allocation efficiency appear weakening phenomenon. Therefore, it is of great significance to improve the allocation mechanism and efficiency of Fujian rural financial resources in order to promote Fujian's comprehensive agricultural production capacity, to build a new socialist countryside and to realize agricultural modernization. Based on the theory of resource allocation efficiency and using the theory of modern rural financial efficiency, this paper draws lessons from the research results of domestic and foreign scholars on the efficiency of financial resources allocation, mainly from the following aspects: first, Mainly using the theory of financial resource allocation efficiency to analyze the formation and development of Fujian rural financial resources; second, the current situation of Fujian Province rural financial resources allocation; third, Through the construction of DEA focus on Fujian Province rural financial resources allocation situation of empirical analysis; fourth, focus on Fujian Province rural financial resources allocation efficiency constraints; fifthly, put forward the overall thinking and countermeasures to optimize rural financial resources allocation.
