关于政策性银行的发展历程及走势初探

【摘要】：正一、国外政策性银行的产生及发展现状政策性银行发轫于19世纪后半叶,最先出现在农业领域。在传统的商业银行不愿提供农业贷款的情况下,为了实现政府发展农业的意图,法国出现了农业信贷互助地方金库,这是现代政策性银行的雏形。20世纪30年代,除农业政策性银行外,还出现了开发银行(以满足对长期投资的需求)、进出口银行、住房政策性银行。第二次世界大战结束直到20世纪50年代,在西方工业国家和部分经济落后国家里,政策性银行大量涌现,为各国恢复和重建战后经济做出了积极的贡献。
[Abstract]:First, the emergence and development of foreign policy banks originated in the second half of the 19th century, and first appeared in the field of agriculture. In the case of traditional commercial banks unwilling to provide agricultural loans, in order to realize the government's intention to develop agriculture, a local treasury of agricultural credit mutual assistance appeared in France, which was the embryonic form of modern policy banks in the 1930s. In addition to agricultural policy banks, there are also development banks (to meet the demand for long-term investment), import and export banks, and housing policy banks. From the end of the second World War to the 1950s, in the western industrial countries and some economically backward countries, the policy banks emerged in large numbers, which made a positive contribution to the recovery and reconstruction of the postwar economy.
