电子化背景下银行机构和支付机构的支付服务比较研究

【摘要】:商务模式的重大转变得益于通信技术和网络信息技术的快速发展,进而对资金流和信息流有了新的需求,也给支付服务模式带来了巨大变革。为满足电子商务发展需要,为交易提供安全、便捷、高效的资金转移服务,支付服务主体为不同的使用者提供多种新兴电子支付服务。一方面,,非金融机构加入支付服务提供者的行列,并针对商户支付需求的多样化推出了多种新型、便捷的支付工具,打破了原有的银行机构主导支付服务的格局。另一方面,利率市场化进程的加快使银行机构更加重视中间业务的发展,银行机构在保持票据等原有传统支付业务的同时,开始拓展基于银行卡的新兴电子支付业务。目前,支付机构以较低的价格提供与银行相近或者相同的服务,随着二者支付服务渠道的融合、领域的交叉和服务方式的趋同,支付服务市场的竞争也越来越激烈。然而,由于资金的清算最终需要通过银行机构的清算渠道来完成,因此二者之间又必须有合作。在当今两大支付服务主体错综复杂的关系中,探索出一条二者发展的竞争与合作道路就显得至关重要。本文首先梳理两大支付服务主体的基本情况,剖析网上支付和移动支付两种典型电子支付方式的市场发展状况。再以支付机构和银行机构的对比为切入点,全面梳理二者提供支付服务时的共性和差异性。在此基础上,采用SWOT分析法,理清二者各自的优劣势和当前的竞争与合作关系,探索出一种适合双方共同发展的竞争与合作机制。最后,以支付宝为例,对当前竞争与合作的实践进行介绍并对经验进行总结。
[Abstract]:The great change of business model is due to the rapid development of communication technology and network information technology, which brings new demand to capital flow and information flow, and also brings great change to payment service mode. In order to meet the needs of e-commerce development and provide secure, convenient and efficient fund transfer services for transactions, payment service providers provide a variety of emerging electronic payment services for different users. On the one hand, non-financial institutions join the ranks of payment service providers and introduce a variety of new and convenient payment tools aimed at the diversification of commercial payment needs, which breaks the pattern of payment services dominated by the original banking institutions. On the other hand, with the acceleration of interest rate marketization process, banking institutions pay more attention to the development of intermediate business. While keeping the original traditional payment business such as bills, banking institutions begin to expand the new electronic payment business based on bank cards. At present, payment institutions offer similar or identical services to banks at lower prices. With the integration of the two payment service channels, the convergence of fields and service methods, the competition in the payment service market is becoming more and more fierce. However, since the liquidation of funds ultimately needs to be done through the clearing channels of the banking institutions, there must also be cooperation between the two. In the complicated relationship between the two payment service subjects, it is very important to explore a way of competition and cooperation between them. This paper firstly analyzes the basic situation of the two major payment service subjects and analyzes the market development of two typical electronic payment modes: online payment and mobile payment. Then the contrast between payment institution and bank institution is taken as the breakthrough point, and the commonness and difference when they provide payment service are comprehensively combed. On this basis, the SWOT analysis method is used to clarify their respective advantages and disadvantages and the current competition and cooperation relationship, and to explore a competition and cooperation mechanism suitable for the common development of both sides. Finally, taking Alipay as an example, the paper introduces the practice of competition and cooperation and summarizes the experience.
