中缅跨境电子商务合作前景分析

【摘要】:近年来,我国传统对外贸易的发展速度放缓,而跨境电子商务却呈现出高速增长的态势。2016年我国货物进出口贸易额为24.33万亿元,而跨境电子商务交易规模达到6.3万亿元,这意味着跨境电子商务已经成为我国对外贸易一个新的增长点。随着“一带一路”战略构想的实施,我国跨境电子商务发展呈现出由发达国家向周边有潜力的发展中国家转移的趋势。缅甸经济潜力巨大,在“一带一路”战略中是一个不可替代的关键节点,缅甸跨境电子商务的发展虽处于萌芽状态,但发展潜力十分巨大。同时,缅甸国内正处于改革开放的转型期,政府也开始重视跨境电子商务的发展,并加快对交通、通讯等基础设施的建设,为跨境电子商务的发展创造良好的条件。从古至今,我国和缅甸长期保持友好关系,经济上高度的互补性使两国成为彼此重要的贸易合作伙伴,同时两国在政治、文化等其他领域的交流也十分密切。在全球化电子商务趋势的推动下,当前我国已成为全球第一大电子商务国家,在技术、资金、物流、市场等方面都具有巨大优势。并且我国作为全球第一大制造业国家,生产的商品价廉物美,因此,我国完全具备将电子商务扩展到缅甸市场的基础与优势。同时,缅甸国内的企业大都是中小型企业,传统的中缅贸易形式很难扩大企业的规模,而通过跨境电子商务,我国将为缅甸企业提供一个拥有7.32亿网民的巨大市场。中缅跨境电子商务合作是顺应经济与社会发展的规律和时代发展的潮流,且有着深厚的合作基础。两国跨境电子商务合作拥有广阔的前景,既能够实现资源互补,创造经济效益;也还能够加深两国政治互信,继续保持友好邻邦关系,对两国经济、社会发展具有重要意义。通过查阅文献发现,目前对跨境电子商务宏观层面的研究较多,但针对中缅跨境电子商务的研究甚少。本文在梳理国内外相关文献成果的基础上,利用在缅甸实习的便利条件对缅甸开展跨境电子商务的基础条件进行了实地调研,并设计了《缅甸民众网上购物调查问卷》,在仰光和内比都两个城市对市民进行调查,收集了缅甸跨境电子商务发展情况的一手基础资料。在此基础上应用PEST分析法从政治、经济、社会文化和技术四个方面对中缅开展跨境电子商务合作的可行性进行了分析,研究显示中缅跨境电子商务合作具有广阔的发展前景,将使缅甸的经济发展环境得以改善,B2C跨境电子商务迅速发展,极大地提升双边贸易的效益。但是目前两国开展跨境电子商务合作还存在着众多制约因素,如缅甸基础设施建设落后、智能手机普及率低、在线支付体系不完善、物流系统不健全等。最后,本文在全面分析的基础上提出了加快两国跨境电子商务合作发展的对策建议,希望能给从事中缅跨境电子商务合作的企业、有关部门提供有益的参考和借鉴作用。
[Abstract]:In recent years, the development of China's traditional foreign trade has slowed down, but cross-border e-commerce has shown a rapid growth trend. In 2016, China's import and export volume of goods was 24.33 tillion yuan. The scale of cross-border e-commerce transactions has reached 6.3 tillion yuan, which means that cross-border e-commerce has become a new growth point of China's foreign trade. With the implementation of "Belt and Road" strategic concept. The development of cross-border e-commerce in China shows the trend of transferring from developed countries to developing countries with potential nearby. Myanmar has huge economic potential and is an irreplaceable key node in the "Belt and Road" strategy. Although the development of cross-border electronic commerce in Myanmar is in its infancy, the development potential is very great. At the same time, Myanmar is in the transition period of reform and opening up, and the government has begun to attach importance to the development of cross-border electronic commerce. And speed up the construction of infrastructure, such as transportation, communications, to create good conditions for the development of cross-border e-commerce. From ancient times, China and Myanmar have maintained friendly relations for a long time. The highly complementary economy makes the two countries become important trade partners of each other, and at the same time, the two countries exchange very closely in other fields, such as politics, culture, etc., driven by the trend of globalization electronic commerce. At present, China has become the world's largest e-commerce country, in technology, capital, logistics, market and other aspects have a huge advantage, and China as the world's largest manufacturing country, the production of goods at low prices. Therefore, our country has the basis and advantage to expand e-commerce to Myanmar market. At the same time, the enterprises in Myanmar are mostly small and medium-sized enterprises, the traditional form of Sino-Myanmar trade is difficult to expand the scale of enterprises. Through cross-border e-commerce, China will provide Myanmar enterprises with a huge market with 732 million Internet users. Cross-border e-commerce cooperation between China and Myanmar is in line with the laws of economic and social development and the trend of development of the times. The two countries have broad prospects for cross-border e-commerce cooperation, which can not only realize complementary resources, but also create economic benefits. Also can deepen the political mutual trust between the two countries, continue to maintain friendly relations between neighboring countries, the economic and social development of the two countries are of great significance. Through the review of literature, we found that there are more studies on the macro-level of cross-border e-commerce. However, there are few researches on cross-border e-commerce between China and Myanmar. Based on the convenience of internship in Myanmar, the basic conditions of cross-border electronic commerce in Myanmar were investigated, and the online shopping questionnaire of Myanmar people was designed. A survey was conducted in Yangon and Naypyidaw to collect first-hand information on the development of cross-border e-commerce in Myanmar. On this basis, PEST analysis was applied from the political and economic aspects. The feasibility of cross-border e-commerce cooperation between China and Myanmar is analyzed from four aspects of social culture and technology. The research shows that cross-border e-commerce cooperation between China and Myanmar has broad development prospects. It will improve the economic development environment of Myanmar and improve the rapid development of B2C cross-border e-commerce, greatly enhance the efficiency of bilateral trade. But at present, there are still many constraints on cross-border e-commerce cooperation between the two countries. Such as the poor infrastructure construction in Myanmar, the low penetration rate of smart phones, online payment system is not perfect, logistics system is not perfect. Finally. On the basis of comprehensive analysis, this paper puts forward some countermeasures and suggestions to speed up the development of cross-border e-commerce cooperation between China and Myanmar, hoping that it can be given to enterprises engaged in cross-border e-commerce cooperation between China and Myanmar. Relevant departments provide useful reference and use for reference.
