【摘要】:供销合作社是我国在计划经济时代一个非常重要的带有国家意志的经济机构,它是党和政府同人民之间的桥梁。供销合作社在计划经济体制下曾经十分繁荣,但是从1992年社会主义市场经济体制的初步建立起,各级供销合作社特别是县、乡两级供销合作社日益衰落。在计划经济体制下,各级供销合作社垄断了全国农村的商品流通,表面上看似农民自己的合作经济组织,但是它在实际运作过程中却具有明显的国有化和行政化倾向,代表着国家的政策方向和长远利益,并不能很好地体现广大农民群众的需求和利益,有时甚至侵犯了农民群众的经济利益,挫伤了生产队和农民的生产积极性,不利于农业生产的发展,不能很好地发挥商品流通对工农业生产的积极促进作用。如何避免并吸取计划经济体制下供销合作事业发展过程中的经验教训,以便把三农工作搞得更好,加速我国社会主义新农村建设的步伐,就成了一个急待解决的重大理论课题和实践需求。本文共分为三部分;第一部分绪论。概述研究目的和意义、研究方法和研究现状。第二部分为正文。主要从长丰县供销合作的建立、商改、业务、八三改制、九二改制以及农民专业合作社等方面进行研究。文中主要以长丰县供销合作社在文革、徘徊、改革开放三个时期的划分来考察供销合作社的发展进程。通过对长丰县供销合作社个体的研究,首先肯定了长丰县供销合作社在计划经济时代的重大贡献,其次重点阐述了长丰县供销合作社的三次改革,对于每次改革的措施和成效做出了较为详细的阐述和分析,并利用口述和调研的方式调研长丰县供销合作社的发展现状,同时以长丰县草莓专业合作社的发展为案例进行了重点分析。第三部分结语。概述长丰县供销合作社的三次改革,总结了长丰县供销合作社改革失败的原因:改革方向的偏离;计划经济体制的包袱;私商的激烈竞争;组织涣散、人员素质的参差不齐。通过对长丰县硕丰草莓合作社的研究,指出供销合作社是领导农民专业合作社的不二人选,其原因有三:一、供销合作社长期扎身农村,对于农村的各项经济工作非常了解,并且具备丰富的合作社管理和运营的经营。二、供销合作社具备一定的服务能力。供销合作社拥有专门的资金、人员以及政策条件。三、中国的农民很少具备合作制度的基本知识,农民自己的合作组织还不够普遍,在农村唯有供销合作社可以起到这个桥梁的作用。得出结论,只要供销合作社能够摆正心态,确立工作重心,加强自身建设、与时俱进,向农村经济综合服务中心转变,全心全意为农民创立专业合作社提供服务,必将大力推进我国的农业专业合作社事业的发展,促进我国农业现代化的进程,并推动我国农村经济的繁荣。
[Abstract]:Supply and marketing cooperative is a very important economic organization with the will of the state in the planned economy era in our country. It is the bridge between the party and the government and the people. The supply and marketing cooperative was very prosperous under the planned economy system. However, since the initial establishment of the socialist market economic system in 1992, supply and marketing cooperatives at all levels, especially those at the county and township levels, have declined day by day. Supply and marketing cooperatives at all levels monopolize the circulation of commodities in rural areas throughout the country. On the surface, they appear to be farmers' own cooperative economic organizations, but they have an obvious tendency of nationalization and administration in the actual operation process. Representing the policy direction and long-term interests of the country, it can not well reflect the needs and interests of the broad masses of peasants, sometimes even encroach on the economic interests of the masses of peasants, and dampen the production enthusiasm of the production teams and farmers. Not conducive to the development of agricultural production, can not play a good role in the circulation of goods to promote industrial and agricultural production. How to avoid and draw lessons from the development of supply and marketing cooperation under the planned economic system. In order to do better the work of agriculture, rural areas and farmers, and accelerate the pace of the construction of new socialist countryside in China, it has become an urgent need to solve the major theoretical and practical needs. This paper is divided into three parts; The first part is introduction. It summarizes the research purpose and significance, research methods and research status. The second part is the text. Mainly from the establishment of Changfeng county supply and marketing cooperation, business reform, business, the third reform. In this paper, the supply and marketing cooperatives in Changfeng County were mainly used in the Cultural Revolution. The division of the three periods of reform and opening to the outside world to investigate the development process of supply and marketing cooperatives. Through the individual study of supply and marketing cooperatives in Changfeng County, the paper first confirms the great contribution of supply and marketing cooperatives in the planned economy era. Secondly, it focuses on the three reforms of supply and marketing cooperatives in Changfeng County, and makes a more detailed elaboration and analysis on the measures and results of each reform. And the use of oral and research methods to investigate the development of supply and marketing cooperatives in Changfeng County. At the same time, taking the development of Changfeng County Strawberry specialized Cooperative as a case, the paper focuses on the analysis. The third part summarizes the three reforms of Changfeng County supply and Marketing Cooperative. This paper summarizes the reasons for the failure of the reform of supply and marketing cooperatives in Changfeng County: the deviation of reform direction; The burden of planned economy system; The fierce competition of private business; Through the research on Changfeng Shuofeng Strawberry Cooperative, it is pointed out that the supply and marketing cooperative is the best candidate to lead the farmers' professional cooperative, for three reasons: 1. Supply and marketing cooperatives have long been in rural areas, have a good understanding of the various economic work in rural areas, and have a wealth of cooperative management and operation. Supply and marketing cooperatives have a certain service capacity. Supply and marketing cooperatives have special funds, personnel and policy conditions. Third, Chinese farmers rarely have the basic knowledge of cooperative system. Farmers' own cooperative organizations are not common enough, in rural areas only supply and marketing cooperatives can play the role of bridge. Conclusion, as long as supply and marketing cooperatives can correct the mentality, establish the focus of work, strengthen their own construction. Keeping pace with the times, changing to the comprehensive service center of rural economy, and providing services for farmers to establish specialized cooperatives wholeheartedly will vigorously promote the development of agricultural cooperatives in our country. Promote our agricultural modernization process, and promote the prosperity of our rural economy.
