基于逆向物流的城市生活固体废弃物资源化激励机制研究

【摘要】:经济水平的提高、城市化进程的加快和城市人口的增长带来了城市固体废弃物数量和结构的变化。经济基础的增强提升了人们对于生活环境质量要求的意识,传统的以末端处理为主的固体废弃物管理模式正需要创新性的改变。从党的十八大提出“生态文明”以来,以可持续发展、循环经济、逆向物流、美丽城市为理念的固体废弃物资源化方式越来越受到人们的青睐。然而,环境保护具有很强的外部效应,城市生活固体废弃物资源化进程比较缓慢。此外,生活固体废弃物处理本身存在技术、人员和资金上困难,人们往往很难在没有一定的激励和约束制度下自觉开展有关活动。本文分析和总结城市生活固体废弃物资源化现状及存在问题,并以上海为具体的实证分析地点,同时借鉴国外经验,从逆向物流的角度分析城市生活固体废弃物资源化回收的成本收益状况,构建有利于资源化活动的激励机制。全文主要涉及以下内容:第一:提出问题,根据实证热点和相关资料收集提出城市生活固体废弃物资源化激励机制构建的必要性,以及如何构建的问题。并进行国内外的研究现状,对逆向物流以及城市生活固体废弃物资源化激励机制的相关研究进行分析,为下面的论证做好准备。第二:分析问题,首先介绍目前城市生活固体废弃物资源化的现状,然后以上海市做为实证分析,总结分析目前城市生活固体废弃物资源化存在的问题;最后通过城市生活固体废弃物总量的预测反映资源化和激励机制的重要性。第三:协同思考,从逆向物流的角度思考固体废弃物的资源化的成本收益特点,通过构建政府激励下不同的资源化回收模式的成本收益模型,了解企业在资源化回收中的收益状况,最后分析政府资源化回收激励机制的影响。第四:解决问题,结合目前城市生活固体废弃物资源化的发展情况及有关政策实施情况,构建了包含生态补偿机制、收费引导机制、市场驱动机制和监督约束机制四大激励机制,辐射到资源化活动的各个参与主体和资源化物流活动的各个方面;最后,对于激励机制的具体实施上,提出相关政策立法、主体参与、企业管理和教育引导的具体实施对策。
[Abstract]:The improvement of the economic level of city, and accelerate the process of growth of the population of the city has brought changes in the number and structure of city solid waste. To enhance the economic basis for people living environment to enhance the quality awareness of the requirements, to the end of the traditional treatment of solid waste management mode is in need of innovative change. From the eighteen party put forward the "ecological civilization", to sustainable development, circular economy, reverse logistics, the beautiful city of solid waste resource concept is becoming more and more popular. However, the environmental protection has very strong exterior effect, city life resource solid waste process is relatively slow. In addition, life itself has the solid waste treatment technology, personnel and financial difficulties, it is often difficult to consciously related activities in the absence of the incentive and restraint system. This paper carried out analysis and Summarizes the status of resources and problems of city life solid wastes, and to Shanghai for the specific empirical analysis, and draw lessons from foreign experience, the cost benefit analysis of resource city solid waste recycling from the perspective of reverse logistics, establishing incentive mechanism is conducive to recycling activities. This thesis mainly involves the following contents: first proposed: the problem, according to the empirical focus and collect relevant information of resource of city life solid waste incentive mechanism construction necessity, and how to build. And present research situation at home and abroad, the related research of incentive mechanism of reverse logistics and city solid waste resource analysis, prepare for the following argument. Second analysis of problems, first introduced the present situation of city solid waste of resources, and then to Shanghai city for empirical analysis, the total Analysis of existing resources of city life solid waste problems; finally through the city life prediction of total solid waste resources and reflect the importance of incentive mechanism. Third: collaborative thinking, from the perspective of reverse logistics on solid waste into the return characteristics, through the construction of cost profit model of different recycling modes under the government incentives, understanding of enterprise resource recovery in earnings, the analysis of the influence of the government resource recycling incentive mechanism. Fourth: to solve the problem, combined with the current development situation of city solid waste of resources and related policy implementation, constructed the ecological compensation mechanism, charging guide mechanism, driving mechanism and market supervision and restraint mechanism of the four mechanisms, each party each resource radiation to the participating entities and resources of logistics activities In the end, the specific implementation of the incentive mechanism, the relevant policy legislation, the main body participation, enterprise management and education guidance specific implementation countermeasures.
