进口工业品检验监管模式改革研究

【摘要】：在我国外贸高速发展的过程中,检验检疫机构在保护人类健康和安全、保护动物或者植物的生命和健康、保护环境、防止欺诈行为,维护国家安全方面发挥了重要作用。随着外贸经济的快速发展,我国现行检验监管模式的不足之处越来越明显,职能定位不清晰、法律法规不匹配、标准体系不健全、人力资源不适应、C-RAPEX系统不开放、众多系统平台不统一,现行检验监管模式已明显不适应全球经济一体化和我国外贸高速发展要求,进口工业品检验监管模式亟需改革。本文利用自己所学的新公共利益理论为指导,在借鉴美、欧、日等发达国家检验监管模式先进经验的基础上,通过对进口工业品检验监管模式现状及存在问题进行分析,运用管理学原理分析其原因,提出了一些我国检验检疫机构在进口工业品检验监管模式上如何适应国际贸易发展新形势的改革的建议:完善法律法规及标准体系、建立全申报制度、整合检验监管信息系统平台、建立第三方检测报告采信机制、建立征信体系、引入负面清单管理模式等方面对我国检验检疫制度进行优化和完善,建立符合时代要求的现代检验监管模式。
[Abstract]:In the course of the rapid development of China's foreign trade, inspection and quarantine agencies are protecting human health and safety, protecting the life and health of animals or plants, protecting the environment, and preventing fraud. With the rapid development of foreign trade economy, the deficiencies of the current inspection and supervision model are becoming more and more obvious, the function is not clear, the laws and regulations are not matched, and the standard system is not perfect. Human resources are not suitable for the opening of C-RAPEX system, and many system platforms are not unified. The current mode of inspection and supervision has obviously failed to meet the requirements of global economic integration and the rapid development of China's foreign trade. It is urgent to reform the supervision mode of import industrial products inspection. Under the guidance of the new public interest theory, this paper draws lessons from the advanced experiences of the developed countries, such as America, Europe, Japan, etc. Through the analysis of the current situation and existing problems of the mode of inspection and supervision of imported industrial products, the reasons are analyzed by using the principle of management. Some suggestions on how to adapt our inspection and quarantine institutions to the new situation of international trade development in the mode of inspection and supervision of imported industrial products are put forward: to perfect the system of laws, regulations and standards, and to establish a full declaration system. Integrating the inspection supervision information system platform, establishing the third party inspection report acceptance mechanism, establishing the credit system, introducing the negative list management mode to optimize and perfect the inspection and quarantine system of our country. To establish a modern inspection and supervision model in line with the requirements of the times.
