公共治理视角下价格认定机构职能定位研究

【摘要】：随着改革开放的不断推进,中国出现了经济社会发展与政府职能不匹配的问题,对政府转变职能提出了更迫切的要求。当前中国政府正处于全面深化改革的历史时期,价格认定机构现有职能已经不再适用。重新定位价格认定机构职能,既有利于价格认定机构处理好与市场经济发展的关系,又有利于价格认定机构抓住事业单位改革的良好契机,逐步向行政机构归位,对价格认定机构实现社会公平正义、严肃党纪国法、维护经济秩序和社会稳定具有重大意义。本文从中国价格认定机构产生背景及其职能演变过程分析入手,通过问卷调查的方法,阐述了目前价格认定机构在机构性质、职能范围、角色定位等方面存在的问题,从经费来源、顶层设计缺失、“全能型政府”治理模式等方面对其成因进行了剖析。本文运用公共治理理论,从制度取向、有限性、有效性三个方面阐述了公共治理理论为价格认定机构职能定位提供的理论价值,并通过对科学界定职能边界、去“中介化”、向社会组织购买公共服务等基本思路的可行性分析,提出了重塑价格认定机构职能的对策路径,主要包括：加快立法建设,完善价格认定工作顶层设计；划定权责边界,立足法定职能依法行政；向市场主体、社会主体购买公共服务,发挥市场主体在经济运行中的作用；打造协调治理机制,实现政府、社会主体多元化治理。
[Abstract]:With the continuous development of reform and opening up, the problem of mismatch between the economic and social development and the functions of the government has emerged in China, which puts forward a more urgent demand for the transformation of the functions of the government. At present, the Chinese government is in the historical period of comprehensively deepening the reform. The existing functions of the price cognizance institutions are no longer applicable. Repositioning the functions of the price cognizance institutions is beneficial to the price cognizance agencies in handling the relationship with the development of the market economy. It is also conducive to price recognition institutions to seize the good opportunity of institutional reform, gradually return to the administrative organs, realize social fairness and justice to price determining institutions, and strictly enforce party discipline and state law, It is of great significance to maintain economic order and social stability. This paper begins with the analysis of the background and the evolution of the functions of the price recognition institutions in China, and through the method of questionnaire, expounds the nature of the existing price recognition institutions in the institutions. The problems of function scope, role orientation and so on are analyzed from the sources of funds, the lack of top-level design, the governance mode of "omnipotent government" and so on. This paper applies the theory of public governance, from the system orientation, the finiteness, and so on. This paper expounds the theoretical value provided by the theory of public governance for the function orientation of price recognition institutions in three aspects of effectiveness, and analyzes the feasibility of the basic ideas of defining the functional boundaries scientifically, disintermediating, purchasing public services from social organizations, and so on. The paper puts forward the countermeasures of reshaping the functions of price recognition institutions, including: speeding up the legislative construction, perfecting the top-level design of price recognition, delimiting the boundary of power and responsibility, administering according to law based on the legal functions, and turning to the main body of the market. The social main body buys the public service, exerts the market main body's function in the economic operation, builds the coordinated governance mechanism, realizes the government, the social subject multiplicity governs.
