环渤海地区现代服务业有效性分析

【摘要】：现代服务业是否发达是评价国家经济实力的表现之一。随着我国综合国力的稳步提升,一些省份已经逐渐的进入了服务业转型的阶段。环渤海区域作为经济热点地区之一,特别是其中京津也进入现代服务业转型发展阶段。环渤海区域的发展需要提升地区产业竞争力,而产业竞争力的提升离不开经济发展方式的转变,因此加快现代服务业的发展就成为了地区发展的客观要求。对现代服务业的运行的衡量可以用效率来说明。对现代服务业来说,发展的是否有效率意味着是否对拥有的资源进行了有效配置。实证表明,环渤海地区的现代服务业发展与长三角等地区相比差距明显,如何提升环渤海地区现代服务业的效率成为了重要迫切的课题,具有理论与实际价值。数据包络分析(Data Envelop Analysis),作为研究效率的方法,可以用来测度环渤海经济区现代服务业的效率。针对传统一阶段DEA方法中的局限性和环渤海地区在我国经济圈中所处的环境,本文采用三阶段DEA方法来研究服务业的相对效率。第一阶段用传统DEA测定现代服务业的效率;第二阶段用SFA随机前沿分析(Stochastic Frontier Analysis)利用环境变量对第一阶段的得出的投入冗余做回归分析同时对投入要素进行去环境因素调整;第三阶段利用上一步调整后的值再次运用DEA模型分析。与传统DEA方法相比,三阶段的分析去除了传统方法中随机误差以及各决策单元所在环境因素的影响,使得测算结果更加客观。另外,本文选择长三角和泛珠三角与环渤海就效率方面进行了横向对比,找出环渤海地区现代服务业的问题和与其他地区的差异。通过实证分析得出结论:环渤海地区现代服务业的技术效率整体水平不高,是由规模效率和纯技术效率共同造成的,其中纯技术效率低下是主要原因,并且环渤海地区现代服务业效率值与长三角地区差距很大。在剔除了环境影响后所测度的效率值均有所下降,说明了目前我国现代服务业受环境影响因素很大。因此环渤海地区现代服务业除了应该注重自身运营能力的提升外,应该更加注重从改善现代服务业发展的环境政策入手。
[Abstract]:With the steady improvement of China's comprehensive national strength, some provinces have gradually entered the stage of service industry transformation. The Bohai Rim region is one of the hot economic areas. In particular, Beijing and Tianjin have also entered the stage of transformation and development of the modern service industry. The development of the Bohai Rim region needs to enhance the regional industrial competitiveness, and the promotion of industrial competitiveness cannot be separated from the transformation of the economic development mode. Therefore, speeding up the development of the modern service industry has become an objective requirement for regional development. The operation of the modern service industry can be measured in terms of efficiency. Whether the development is efficient means whether the resources have been allocated effectively. The empirical results show that the development of modern service industry in the Bohai Rim region is obviously different from that in the Yangtze River Delta and other regions. How to improve the efficiency of modern service industry around Bohai Sea has become an important and urgent subject, which has both theoretical and practical value. Data Envelopment Analysis (DEA) is used as a method to study efficiency. It can be used to measure the efficiency of modern service industry in the economic zone around the Bohai Sea. In view of the limitations of the traditional one-stage DEA method and the environment around the Bohai Sea in China's economic circle, In this paper, the three-stage DEA method is used to study the relative efficiency of the service industry. In the second stage, SFA stochastic Frontier analysis was used to analyze the input redundancy of the first stage by using environmental variables. In the third stage, the DEA model is used again to analyze the value adjusted in the last step. Compared with the traditional DEA method, the three-stage analysis eliminates the influence of random errors and the environmental factors of each decision making unit in the traditional method. In addition, this paper chooses the Yangtze River Delta and the Pan Pearl River Delta to compare the efficiency with the Bohai Rim. This paper finds out the problems of modern service industry around Bohai Sea and the difference between modern service industry and other regions. Through empirical analysis, it concludes that the overall level of technical efficiency of modern service industry around Bohai Sea is not high, which is caused by both scale efficiency and pure technical efficiency. The inefficiency of pure technology is the main reason, and the efficiency value of modern service industry in Bohai Rim is very different from that in Yangtze River Delta. It shows that the modern service industry in our country is greatly affected by the environment at present, so the modern service industry around Bohai Sea should pay more attention to the environmental policy of improving the development of modern service industry in addition to the improvement of its own operation ability.
