国有贸易服务企业转型挑战及对策研究

【摘要】：2001年年底,随着我国正式加入WTO,国有贸易服务企业逐渐认识到转型发展对于企业的重要意义。到了2004年上半年,商务部出台8号令即《外商投资商业领域管理办法》,国有贸易服务企业彻底失去了垄断经营优势,被迫开始进行转型。在转型的过程中,国有贸易服务企业探索尝试了很多方法,而转型的成效却并不明显。因此,分析在转型过程中出现的问题并找出解决对策对企业的转型有非常重要的意义。本文笔者就从制约企业转型发展的问题入手,有针对性的提出解决对策,希望对国有贸易服务企业能更好的完成转型提供帮助。本文首先介绍了国有贸易服务企业发展的三个重要阶段及特征。然后分析了转型过程中遇到的问题,这些问题包括企业竞争力不足、融资性贸易风险大、企业信息化不健全和人才断层问题。接下来,针对转型过程中遇到的问题,经过系统的分析,提出了相应的解决对策。其一要通过建立战略伙伴合作关系加强企业的核心竞争力;二是要加强企业内外部信息化建设为企业转型提供有效的技术支撑;第三是深刻认识融资性贸易风险,建立金融性贸易业务监控体系以维护企业经营安全;最后提出企业只有制定中长期的人才培养计划才能有效的治理人才断层问题。第五部分以中仪公司的现有业务为例,针对在第四部分提出的解决对策,制定一系列具体的实施方法。一是建立合做伙伴关系要选择“与巨人同行”;二是加快建立符合业务发展要求的信息化交流平台;三是通过开展试点项目培养实操性业务人才,解决人才断层问题;最后是建立风险管理体系,把风险控制在业务源头。
[Abstract]:At the end of 2001, with China's formal entry into WTO, state-owned trade service enterprises gradually realized the importance of transformation and development to enterprises. In the first half of 2004, The Ministry of Commerce issued decree No. 8, "measures for the Administration of Foreign Investment in the Commercial Field." State-owned trade service enterprises have completely lost their monopoly operating advantages and have been forced to undergo transformation. In the process of transformation, The state-owned trade service enterprises have tried many methods, but the effect of the transformation has not been obvious. It is very important to analyze the problems in the process of transformation and to find out the solutions to the transformation of enterprises. The author of this paper starts with the problems that restrict the development of the transformation of enterprises, and puts forward some countermeasures to solve the problems. This paper first introduces the three important stages and characteristics of the development of state-owned trade service enterprises, and then analyzes the problems encountered in the process of transformation. These problems include the lack of competitiveness of enterprises, the high risk of financing trade, the imperfection of enterprise information and the problem of personnel fault. Next, the problems encountered in the process of transformation are systematically analyzed. The corresponding countermeasures are put forward. One is to strengthen the core competitiveness of enterprises by establishing strategic partnership, the other is to strengthen the internal and external information construction of enterprises to provide effective technical support for the transformation of enterprises. The third is to deeply understand the financing trade risk and establish the financial trade business monitoring system to maintain the business security; Finally, it is pointed out that only by making a medium and long term talent training plan can an enterprise effectively deal with the problem of talent fault. Part 5th takes the existing business of Zhongyi Company as an example, aiming at the solutions put forward in part 4th. To formulate a series of specific implementation methods. First, to establish a partnership with the Giants; second, to speed up the establishment of an information exchange platform that meets the requirements of business development; and third, to train practical business personnel through pilot projects. Finally, establish a risk management system to control the risk at the source of business.
