【摘要】：随着大连市城市建设的快速发展和居民生活水平的提高,城市生活垃圾产生量持续增长,种类日趋繁多,成分也越来越复杂,不仅使得处理费用逐年递增,而且处理的压力也越来越大,现有的城市生活垃圾收运系统和处理手段很难满足城市生活垃圾清运量增长的需求。当前全国各地的城市生活垃圾管理主要由各个城市对应的环境卫生部门负责,政企合一的体制并不利于形成有效的竞争和监督机制,而且城市生活垃圾运营管理体制也相应的比较落后,同时居民对城市生活垃圾处理意识相对薄弱,没有意识到城市生活垃圾分类、回收以及再利用等过程的重要性。近年来,社会企业在不断的发展,而且超出一般社会福利企业的范畴,相对表现出很多优势,当前社会企业在垃圾处理方面的作用开始引起大家的注意。总的来说,当前我国对城市生活垃圾处理效率和再利用率低下,还存在许多问题需要解决。本文针对城市生活垃圾处理的现状以及存在的问题,以大连市为背景,以社会企业为立足点,从多个方面进行详细的研究。首先,对社会企业的定义、来源以及功能特点等方面进行分析了社会企业在国内运行的基本情况,再对再生资源回收兑换的社会企业内外部环境进行分析,对当前再生资源回收兑换的社会企业所处的环境进行深入了解。其次,主要是要从理论和实证两个方面分析当前我国再生资源回收兑换的社会企业基本情况以及商业模式要素的构成,并运用商业模式的相关理论,遵照商业模式构建流程,寻找出我国再生资源回收兑换的社会企业的商业模式,以此提高再生资源回收兑换社会企业运营管理能力,实现再生资源回收兑换社会企业的社会目标。在再生资源回收兑换的社会企业的实证方面,本文以大连市社区的智慧环保兑换平台建设项目为例,对环保超市进行介绍,着重分析了环保超市商业模式的运营系统,核心价值,关键资源能力,盈利模式等,对环保超市有了更清楚的认识,当前大连市社区的智慧环保兑换平台运行效果非常好,而且在环保部主页的宣传栏得以介绍,说明环保超市商业模式的出现在逐渐受到大家的关注和重视。再次,以市场调研和问卷调查收集的数据为基础,分析城市居民对城市生活垃圾分类处理的现状以及存在的问题,为制定提高城市生活垃圾回收率和再处理利用率提供依据。最后分别从政府、企业和居民三个主体的多个方面针对如何提高大连市生活垃圾处理提出了许多可行的切合实际的政策建议,对改善大连的城市环境和提高生活垃圾处理效率具有特别重要的现实意义。从理论和实践的角度看,开拓了城市生活垃圾回收处理系统研究的新领域。
[Abstract]:With the rapid development of Dalian city construction and the improvement of residents' living standard, the amount of municipal solid waste (MSW) is increasing continuously, the kinds of MSW are becoming more and more diverse and the composition is becoming more and more complicated, which not only makes the cost of disposal increasing year by year. Moreover, the pressure of disposal is increasing, the existing municipal solid waste collection and transportation system and treatment methods are difficult to meet the increasing demand of municipal solid waste clearance and transportation. At present, the management of municipal domestic waste in various parts of the country is mainly the responsibility of the environmental health departments corresponding to each city. The system of integration of government and enterprise is not conducive to the formation of an effective competition and supervision mechanism. Moreover, the operation and management system of municipal solid waste is relatively backward, and the residents have relatively weak awareness of the disposal of municipal domestic waste, not aware of the importance of the process of classification, recovery and reuse of municipal domestic waste. In recent years, social enterprises are developing constantly, and beyond the scope of the general social welfare enterprises, showing a lot of relative advantages, the current role of social enterprises in waste disposal began to attract attention. In general, there are still many problems to be solved for the low efficiency and reuse of municipal solid waste disposal in China. In view of the present situation and existing problems of municipal solid waste disposal, this paper takes Dalian as the background and social enterprises as the foothold, carries on the detailed research from many aspects. First of all, the definition, source and function characteristics of social enterprise are analyzed, and the internal and external environment of social enterprise is analyzed. Deeply understand the environment of the social enterprises that recycle and exchange the renewable resources. Secondly, it is necessary to analyze the basic situation of social enterprises and the composition of business model elements in China's recycling and exchange of resources from both theoretical and empirical aspects, and apply the relevant theory of business model to follow the business model construction process. In order to improve the operation and management ability of renewable resources recovery and exchange social enterprises, we can find out the business model of the social enterprises that recycle and exchange the renewable resources, and realize the social goals of the social enterprises in which the renewable resources are recovered and converted. In the case of social enterprises recovering and exchanging renewable resources, taking the intelligent environmental exchange platform construction project of Dalian community as an example, this paper introduces the environmental protection supermarket, and analyzes the operation system of the business model of the environmental protection supermarket. Core values, key resource capabilities, profit models, etc., have a clearer understanding of environmental protection supermarkets. The current operation of the smart environmental exchange platform in Dalian's communities is very good, and it is introduced in the propaganda section of the Ministry of Environmental Protection homepage. It shows that the appearance of environmental-friendly supermarket business model is gradually attracted attention and attention. Thirdly, based on the data collected by market research and questionnaire survey, this paper analyzes the current situation and existing problems of urban residents' classified treatment of municipal solid waste (MSW), in order to provide the basis for formulating and improving the recovery rate and reprocessing utilization ratio of municipal solid waste (MSW). Finally, from the government, enterprises and residents of the three main aspects of how to improve the treatment of municipal solid waste in Dalian put forward many feasible and practical policy recommendations. It is of great practical significance to improve the urban environment of Dalian and improve the efficiency of municipal solid waste disposal. From the point of view of theory and practice, a new research field of municipal solid waste recycling system is developed.
