全球价值链视角下浙江省加工贸易转型升级研究

【摘要】：随着国际分工的深入,加工贸易成为全球比较流行的一种对外贸易方式。我国紧紧抓住20世纪、21世纪以来的几次国际产业转移的机遇,积极加入到全球产业链的分工体系当中,经历了加工贸易从无到有、从小到大的过程。作为对外贸易的主要方式之一,加工贸易的发展对我国经济的增长、参与国际分工以及融入全球市场都起到了举足轻重的作用。作为沿海城市的浙江省,对加工贸易的发展更是格外重视,并且在近几年取得了跨越式发展,为本省经济的快速增长贡献了很大的力量。然而,浙江省在进行转型升级的过程中暴露出了产业链条短、产品附加值低等诸多问题。如何在全球市场中站稳脚步,推动加工贸易向产业链条的上下游延伸,快速实现加工贸易转型升级以适应国际贸易的发展成为本省亟待解决的问题。本文基于全球价值链的视角分析浙江省的加工贸易。首先对全球价值链理论的形成与发展加以阐述,其次分析了浙江省加工贸易发展的现状以及当前依然存在的一些问题;然后通过定性分析探讨了影响浙江省加工贸易发展的主要因素,与此同时,通过借鉴广东、江苏等加工贸易较发达的省份的成功经验,从中获得启示,吸取值得借鉴之处;在此基础上从政府、产业、企业三个不同层面为浙江省加工贸易的转型升级提出合理中肯的建议,提出浙江省加工贸易转型升级的解决方案:首先政府应该制定相关税收及融资政策对加工贸易进行扶持;其次,应对产业建立起一定的评估机制,进行监督及考核;此外,企业应努力提升技术创新水平,向产业链的上下游延伸,同时要培养独立自主的品牌来增加竞争力等等。
[Abstract]:With the deepening of international division of labor, processing trade has become a more popular way of foreign trade in the world. Our country clung to the opportunity of international industry transfer from the 20th century to the 21st century, and actively joined the division of labor system of the global industrial chain, experienced the process of processing trade from scratch to existence, from small to large. As one of the main ways of foreign trade, the development of processing trade plays an important role in China's economic growth, participation in international division of labor and integration into the global market. As a coastal city, Zhejiang Province attaches great importance to the development of processing trade, and in recent years has made leapfrog development, which has contributed a lot to the rapid economic growth of the province. However, in the process of transformation and upgrading, Zhejiang Province has exposed many problems, such as short industrial chain and low added value of products. How to stand firm in the global market, push the processing trade to the upstream and downstream of the industrial chain, and quickly realize the transformation and upgrading of the processing trade to adapt to the development of international trade has become an urgent problem to be solved in this province. This paper analyzes the processing trade in Zhejiang Province from the perspective of global value chain. Firstly, the formation and development of global value chain theory are expounded. Secondly, the present situation of processing trade in Zhejiang Province and some problems that still exist at present are analyzed. Then through qualitative analysis to explore the main factors that affect the development of processing trade in Zhejiang Province, at the same time, through learning from the successful experience of Guangdong, Jiangsu and other more developed provinces of processing trade, we can draw inspiration from it and draw lessons from it. On this basis, from the three different levels of government, industry and enterprises, it puts forward reasonable and pertinent suggestions for the transformation and upgrading of processing trade in Zhejiang Province. This paper puts forward the solution to the transformation and upgrading of processing trade in Zhejiang Province: firstly, the government should formulate relevant tax and financing policies to support processing trade; secondly, it should establish a certain evaluation mechanism, supervise and assess the industry; in addition, Enterprises should strive to raise the level of technological innovation, extend to the upstream and downstream of the industrial chain, and train independent brands to increase their competitiveness and so on.
