昆明市服务业统计工作的优化研究

【摘要】：服务业作为国家基础设施的主要构成部分,其发展程度是国家产业结构升级的优化重点。加快发展服务业,有利于推动经济增长,促进城乡统筹发展,扩大社会就业,为人民群众创造宽松的生产生活环境。随着昆明市社会经济结构转型升级步伐的加快,“退二进三”的政策不断推进,根据最近一个年度我市统计部门发布的公报数据显示,2014年整年,昆明市的服务业增加值达到了1883.40亿元,同比有8.1个百分点的增长,占GDP比重达到50.7%。服务业的快速增长受到了各级党政领导和社会的广泛关注,服务业已超过了其它专业对经济发展的贡献,成为推动昆明经济增长的主要引擎。服务业统计工作,是促进服务业规模壮大基础性工作,也是促进服务业发展的关键点。本文采用文献综合分析法、博弈论分析法和案例研究分析法,对昆明市服务业统计工作优化进行研究。文章通过“发现问题--分析问题--解决问题”的总体思路,在综合梳理、分析国内外服务业统计优化情况,借鉴国家服务业司大力推广的杭州经验的基础上,结合昆明市服务业统计工作现状进行比较分析,总结了昆明市统计部门在开展服务业统计工作中存在的问题和不足。基于政府视角,对服务业统计工作过程中出现的问题进行深层研究分析,提出从队伍建设、优化名录库、推进昆明市服务业依托行业主管部门开展服务业统计,以及利用大数据探索昆明市服务业统计工作的优化对策,加强昆明市服务业统计工作管理,促进昆明市服务业统计工作效率提高,从而达到理论指导实践的目的。
[Abstract]:As the main component of national infrastructure, the development of service industry is the focus of the upgrading of national industrial structure. Speeding up the development of the service industry is conducive to promoting economic growth, promoting the overall development of urban and rural areas, expanding social employment, and creating a relaxed production and living environment for the people. With the acceleration of the transformation and upgrading of Kunming's social and economic structure, the policy of "retreating from the second to the third" continues to advance. According to the latest annual bulletin issued by the statistics department of our city, the entire year of 2014, The added value of the service sector in Kunming reached 188.34 billion yuan, up 8.1 percentage points from a year earlier, accounting for 50.7 percent of GDP. The rapid growth of service industry has been widely concerned by party and government leaders at all levels and the society. The service industry has surpassed the contribution of other specialties to economic development and has become the main engine to promote economic growth in Kunming. The statistical work of service industry is not only the basic work to promote the scale of service industry, but also the key point to promote the development of service industry. In this paper, the statistical optimization of service industry in Kunming is studied by means of literature synthesis analysis, game theory analysis and case study analysis. Through the general idea of "finding problems-analyzing problems-solving problems", this paper analyzes the statistics and optimization of domestic and foreign service industry, and draws lessons from Hangzhou's experience, which has been popularized by the National Service Industry Department, on the basis of synthetically combing, analyzing and optimizing the statistics of domestic and foreign service industries. Based on the comparative analysis of the current situation of service industry statistics in Kunming City, the problems and shortcomings in the service industry statistics work of Kunming City are summarized. Based on the perspective of the government, this paper makes a deep research and analysis on the problems in the process of service industry statistics, and puts forward that the service industry in Kunming should rely on the department in charge of the service industry to carry out service statistics from the aspects of team building, optimizing the directory database, This paper also explores the optimization countermeasures of service statistics in Kunming by using big data, strengthens the management of service statistics in Kunming, and promotes the efficiency improvement of service statistics in Kunming, so as to achieve the purpose of guiding the theory and practice.
